Immediately contact a properly licensed,trained, and certified contractor to address the water <br /> intrusion into the diesel STP sump under permit and inspection of the EHD. <br /> This was corrected on site. <br /> This is a repeat violation (Class 2) Violation. <br /> 72 CA Code of Regulations 2712 2030039-Compliance with all operating permit requirements. <br /> OBSERVATION:The facility is not in compliance with the written conditions of the operating permit. <br /> -A software update and cold start were performed 10/21/24 and monitoring system functionality was not verified. No <br /> alarm histories attached to the DO reports, starting with the 10/30/24 DO report through the most recent DO report for <br /> May 2025, show any fuel alarms for 10/21/24. The alarm history printed by the technician on site during the <br /> inspection 5/28/25 also shows no fuel alarms for 10/21/24 and the MSC form for 10/21/24 does not have an alarm <br /> history attached. <br /> REGULATION GUIDANCE: Emergency repairs relating to UST system monitoring and release detection may be <br /> performed by a properly licensed,trained, and certified contractor pursuant to the EHD's policy and a permit obtained <br /> within one business day from the EHD.All other repairs must have a permit submitted to and approved by the EHD <br /> prior to beginning work. <br /> CORRECTIVE ACTION: Immediately obtain a permit from the EHD for the software update and cold start.
