Port of Stockton Phase II ESA ��� <br /> Health and Safety Plan <br /> 1 .0 Introduction <br /> HDR, Inc. (HDR) has prepared this Health and Safety Plan (HASP)to conduct a Phase II <br /> Environmental Site Assessment (ESA) in support of the Port of Stockton Rail Bridge and Rail <br /> Improvement Project (Project) located in the City of Stockton, California. This HASP covers the <br /> activities to be performed at the Project site (Site). HDR subcontractors are responsible for the <br /> safety of their employees and are expected to meet or exceed the contents of this HASP and all <br /> Federal and local safety regulations. This HASP has been prepared in accordance with the HDR <br /> Corporate Safety and Health Program guidance. <br /> The purpose of this HASP is to ensure safe and healthy working conditions for all team members. <br /> The safety and health organization and procedures contained in this HASP have been established <br /> based upon an analysis of the potential hazards. Personnel protection measures are based on the <br /> risks associated with these hazards. This HASP provides detailed descriptions of health and safety <br /> procedures to be followed in the field during the performance of this project to minimize the risk of <br /> injury to project personnel. <br /> 1.1 Health and Safety Policy Statement <br /> HDR is committed to the safety of each and every employee. It is essential that all Managers and <br /> Supervisors insist on the maximum safety performance and awareness of all employees under their <br /> direction, by enthusiastically and consistently administering all health and safety rules and <br /> regulations. It is HDR's policy to take the necessary actions, in engineering, planning, designing, <br /> assigning, and supervising work operations, to create a safe work site. HDR will: <br /> • Maintain safe and healthful working conditions. <br /> • Provide and assure the use of all necessary personal protection equipment to ensure <br /> the safety and health of site employees and the public at large. <br /> • Require that site work be planned to provide a range of protection based on the <br /> degree of hazards encountered under actual working conditions. <br /> • Provide site workers with the information and training required to make them fully <br /> aware of known and suspected hazards that may be encountered and of the <br /> appropriate methods for protecting themselves, their co-workers and the public at <br /> large. <br /> All HDR employees and visitors who may participate in activities at the Site are required to comply <br /> with this HASP. Refusal or failure to comply with the HASP or violation of any health or safety <br /> procedure by field personnel, including subcontractors, may result in their immediate removal from <br /> the site following consultation with the HDR Project Manager (PM). <br /> This HASP will be used with the understanding that site-specific conditions may dictate a change in <br /> the plan as written; however, any necessary deviations from the plan will require consultation with <br /> the HDR Project Safety Manager(PSM), and HDR PM, and will be documented and maintained as <br /> an attachment to this HASP. <br /> 1 � <br />
