Port of Stockton Phase II ESA ��� <br /> Health and Safety Plan <br /> 2.0 Organization and Responsibilities <br /> This HDR HASP is strictly applicable to HDR employees. HDR's subcontractors, as Independent <br /> Contractors, are responsible for the supervision and implementation of the safety program for its <br /> employees. <br /> While the HDR Safety and Health Department directs and supervises the overall SH&E Program, the <br /> responsibility for safety and health extends throughout our organization from top management to <br /> every employee. For this reason, it is each person's duty to notify the management personnel if a <br /> hazardous condition is identified and to make a "stop work" call if the condition represents an <br /> immediate danger to life or health, until the PM can make a further determination. The following are <br /> the HDR project personnel positions and responsibilities for this project. <br /> Project Manager: Charlie O'Neill, PG, CEM <br /> Task Manager: Greg Kelly, PG / Melissa McAssey, PG <br /> Site Supervisor Mattison Barickman <br /> 2.1 Project Manager <br /> The PM directs and manages all aspects of the project in compliance with all contract and technical <br /> requirements. The PM's responsibilities include serving as the primary liaison with the Contracting <br /> Officer Representative. The PM implements health and safety policy. The PM may request <br /> assistance from corporate resources at any time. The PM is specifically responsible for: <br /> • Implementing health and safety training requirements at the Site. <br /> • Ensuring that appropriate health and safety training is provided on any equipment <br /> received. <br /> • Immediately reporting to the HDR PSM and Program Manager, and the Stockton <br /> Diamond Point of Contact, any incident that results in serious injury or death. <br /> 2.2 Task Manager <br /> The Task Manager shall be responsible for the implementation of this HASP and for the daily <br /> coordination of health and safety activities with the subcontractor(s) to ensure that the planned work <br /> objectives reflect adequate health and safety considerations. The Task Manager will perform site- <br /> specific training and briefing sessions for employee(s) prior to the start of field activities at the Site. <br /> The Task Manager will monitor the availability, proper use and maintenance of specified personal <br /> protective equipment (PPE) and other safety and health equipment. The Task Manager will: <br /> • Maintain a high level of health and safety awareness among team members and <br /> communicate pertinent matters to them promptly. <br /> • Have the authority to ensure site compliance with specified health and safety <br /> requirements, Federal Occupational Safety and Health Administration (OSHA) <br /> regulations, and all aspects of the HASP. This includes, but is not limited to: activity <br /> hazard analyses, use of PPE, site control, standard operating procedures used to <br /> minimize hazards, the emergency response plan, and preparation of records. <br /> 4 � <br />
