Port of Stockton Phase II ESA ��� <br /> Health and Safety Plan <br /> 4.0 Adverse Weather Conditions <br /> 4.1 Hazard Identification <br /> During the course of field operations, severe weather may be encountered, including thunderstorms, <br /> rainstorms, tornados, and other unsafe weather conditions (e.g., high winds). Criteria indicating that <br /> severe weather conditions may exist include: <br /> • High winds (greater than 30 miles per hour—depending on the tree cover and other <br /> site specific conditions) <br /> • Severe storm watch or warning in place for the area <br /> • Visible lightning within 6 miles <br /> • Extreme temperatures (e.g., greater than 100 degrees Fahrenheit [°F] or less than <br /> 32°F) <br /> • Heavy rainfall or fog that makes footing treacherous and visibility difficult <br /> Stop work and take emergency precautions when severe weather conditions require action. <br /> 5.0 Fire <br /> The Site may have overgrown brush; vehicles or other equipment with exhaust systems could <br /> potentially ignite brush coming in contact with exhaust system components. <br /> 5.1 Hazard Mitigation/Prevention <br /> Smoking will not be permitted by HDR employees and its subcontractors while on site. Drilling <br /> subcontractors will be equipped with 1A:10BC ABC fire extinguishers. These are of small capacity <br /> and will fully discharge/empty in a few seconds, so they can only be used to extinguish very small <br /> fires. The operator must have received training on the use and limitations of fire extinguishers, and <br /> they should be visually inspected monthly to confirm they remain fully charged and operable. <br /> 5.2 Immediate Action <br /> Upon detecting a fire, employees will determine whether the fire is small enough to readily extinguish <br /> with immediately available portable extinguishers, or if other firefighting methods are necessary. <br /> Non-essential personnel will be directed away from the area of the fire. If it is judged that a fire is <br /> small enough to fight with available extinguishing media, employees will attempt to extinguish the fire <br /> provided that: <br /> • It is an incipient fire (less than the size of a 55-gallon barrel) and the personnel <br /> approaching the fire have been trained in the use of fire extinguishers. <br /> • They are able to approach the fire from the upwind side, or opposite to the direction of <br /> the fire's progress; the correct extinguisher(Class ABC) for the potential fire is readily <br /> available. <br /> • No known complicating factors are present, such as the likelihood of rapid spread, <br /> imminent risk of explosion, or gross contamination. <br /> 6 � <br />
