FN Appendix 8—Subject Properties and Adjacent Sites Summaries
Port of Stockton, Stockton, CA
the site. On June 29th, 2021, a No Further Action letter was issued by the RWQCB. The
historical release of nitrate and ammonia to soil and groundwater at this site and its proximity to
the Site (<500 ft) represents an HREC for the Site.
MOSS TRACT-APN: 145020042321 W.WASHINGTON ST.#D, CARGILL MOLASSES
A spill occurred at 2321 West Washington Street#D, west of Port Road 8 and south of Port
Road D, and the facility at this site has since been demolished and excavated. Records show
past elevated concentrations of both oxidized and reduced nitrogen, and ammonia. In
November 1997, the site was issued a No Further Action letter. The historical release of
oxidized and reduced nitrogen represents an HREC to the Site.
65 STORK ROAD—HYDROAGRI
On July 29th, 1998, a leak of UAN-32% nitrogen occurred from a pipeline (owned by HydroAgri
North America, which is listed at 3019 Navy Drive) 5 ft below the surface, beneath the H.J.
Baker sulfur handling plant, which is located at 65 Stork Road. The RWQCB has recommended
obtaining soil and groundwater samples from the release location to evaluate the necessity of
remediation. Because this release of UAN is still an open case, occurred in close proximity to
the Site (approximately 200 ft away), and has unknown impacts, it represents a REC for the
Site.
Moss Tract -APN: 14503001
PORT RD G & 13/14, PORT OF STOCKTON SITE#3
The potential contaminant of concern at Port Rd G and 13/14 is gasoline, and the potential
medium of concern is an aquifer used for drinking water supply. In February 2008, two 12,000-
gallon USTs were removed from the site. Excavation later removed 180 cubic yards of
petroleum-impacted soil. On November 91h, 2012, the site was issued a No Further Action letter.
The historical release of gasoline to groundwater and its proximity to the Site (<500 ft)
represents an HREC for the Site.
Moss Tract -APN: 14503012
2115 WEST WASHINGTON STREET, PACIFIC MOLASSES COMPANY
In 1988, between 500 and 1,000 gallons of UAN spilled and pooled at the south end of the site
at 2115 West Washington Street. In 1990, about 2,500 cubic yards of soil were removed to
maximum depth of 12 ft, and soil and groundwater samples were collected and analyzed.
Results of soil and groundwater analyses indicated that concentrations of nitrate remaining in
soil and groundwater did not exceed the maximum contaminant level. On April 15th, 2015, a No
Further Action letter was issued. The historical release of UAN at Pacific Molasses Company
and its proximity to the Site (<500 ft) represents an HREC for the Site.
