ekienvironment
& water
June 2024
SITE MITIGATION WELL& BORING PERMIT APPLICATIONS
Work Plan Description
The City of Lathrop (City) has been granted approval from the Regional Water Quality Control Board
(RWQCB)to abandon existing monitoring wells associated with their Consolidated Treatment Facility. The
monitoring well network is no longer needed because the City will cease all future effluent land disposal
operations and will use recycled water only for beneficial uses. The work covered by this permit is the
second and final mobilization for this effort that began in October 2023 and includes all wells located on
private property. The City is the responsible party as documented in the Master File Record Information
form. Under contract with the City, EKI Environment & Water will provide construction management
services and Confluence Environmental will provide drilling services. Upon procuring all necessary
paperwork and permitting to access each property that has a well(s)on it,the well abandonment activities
are anticipated to be completed in 5 weeks. Abandonment of the monitoring wells is to be completed
using pressure-grouting, per the RWQCB-approved"Monitoring Well Abandonment Workplan"submitted
previously in 2016 and will be specified in each Site Mitigation Well & Boring Permit Application. A
Monitoring Well Abandonment Report shall be submitted to the RWQCB that documents well
abandonment activities, and separate monitoring well destruction reports will be prepared and filed with
the California Department of Water Resources as required by the California Water Code.
EKI C30141.00
