Suite B <br /> Stockton,CA 95207 <br /> RE:City of Lathrop Groundwater Monitoring Well Abandonment Access Permit <br /> Jeffery Phen. <br /> This letter serves as notification that a monitoring well(s) located on your property needs to be <br /> properly abandoned to comply with conditions associated with closure activities for the transition <br /> from land disposal to surface water discharge for effluent generated by the Lathrop Consolidated <br /> Treatment Facility wastewater treatment plant. Below.please find background information on the <br /> overall project and the proposed work at your property. <br /> Backiround <br /> The City of Lathrop Public Works Department operates and maintains the wastewater treatment <br /> plant known as the Consolidated Treatment Facility (CTF) and its associated recycled Hater <br /> system and groundwater monitoring network. The CTF produces tertiary- recycled water which <br /> was historically distributed to storage ponds and used for agricultural irrigation on designated land <br /> application areas under a Waste Discharge Requirements (WDRs) Order issued by the Central <br /> Valley Regional Water Quality Control Board (RWQCB). Now that the City has been issued a <br /> National Pollutant Discharge Elimination System (NPDES) permit for the discharge of treated <br /> wastewater,the City is planning to cease 01 discharges of wastewater to land for disposal purposes. <br /> Therefore, the City is in the process of abandoning all of the ponds, sprayfields and monitoring <br /> well network according to a closure plan that has been conditionally approved by the RWQCB for <br /> rescission of the WDRs Order. <br /> Reason for this fetter. <br /> The City. and by extension EKI Environment & Water. Inc. and their well drilling contractor. <br /> requires permission to access your property to Perform the proposed work between approximately <br /> December 2023 and January 2024. pending inclement weather, permitting, or other delays. The <br /> City will restore site area in-kind upon work completion. EKI Environment & Water, Inc. will <br /> contact you at least I week in advance of visits to your property: (1) to mark for Underground <br /> Services Alert (USA)at least 72 hours but no more than two weeks prior to destruction activities, <br /> (2) for flagged USA utilities,and(3)destruction activities. <br />
