Below, please find background information on the <br /> overall project and the proposed work at your property. <br /> Background <br /> The City of Lathrop Public Works Department operates and maintains the wastewater treatment <br /> plant known as the Consolidated Treatment Facility (CTF) and its associated recycled water <br /> system and groundwater monitoring network. The CTF produces tertiary recycled water which <br /> was historically distributed to storage ponds and used for agricultural irrigation on designated land <br /> application areas under a Waste Discharge Requirements (WDRs) Order issued by the Central <br /> Valley Regional Water Quality Control Board (RWQCB). Now that the City has been issued a <br /> National Pollutant Discharge Elimination System (NPDES) permit for the discharge of treated <br /> wastewater,the City is planning to cease all discharges of wastewater to land for disposal purposes. <br /> Therefore, the City is in the process of abandoning all of the ponds, sprayfields and monitoring <br /> well network according to a closure plan that has been conditionally approved by the RWQCB for <br /> rescission of the WDRs Order. <br /> Reason for this letter. <br /> The City, and by extension EKI Environment & Water, Inc. and their well drilling contractor, <br /> requires permission to access your property to perform the proposed work between approximately <br /> December 2023 and January 2024, pending inclement weather, permitting, or other delays. The <br /> City will restore site area in-kind upon work completion. EKI Environment & Water, Inc. will <br /> contact you at least 1 week in advance of visits to your property: (1) to mark for Underground <br /> Services Alert(USA) at least 72 hours but no more than two weeks prior to destruction activities, <br /> (2) for flagged USA utilities, and(3) destruction activities. <br />
