These requirements cannot be modified. <br /> 1) Submit Water Provision Declaration form to the Environmental Health Department for <br /> review. If the EHD determines that the facility classifies as a Small Public Water System <br /> (SPWS), the applicant shall submit a Preliminary Technical Report to the California State <br /> Water Resources Control Board, Division of Drinking Water (Water Board) prior to issuance <br /> of building permits and at least six months before initiating construction of any water related <br /> improvement, as defined.
