Antea Group submitted the Work Plan, Memorandum, and Report on
behalf of Union Pacific Railroad Company (Union Pacific) for the investigation and
removal of underground fuel tank infrastructure at seven former bunker fuel sites in
northern California. Central Valley Water Board staff has determined that additional soil
and groundwater investigation is needed to evaluate risks to human health and safety
and to the environment at the subject sites. In accordance with Water Code Section
13267, Central Valley Water Board staff requests that Union Pacific submit individual
site investigation work plans for the sites discussed below.
In the Work Plan, Antea Group reported that non-geophysical surveys were conducted
at 28 Southern Pacific rail yard sites (owned by Union Pacific) in 2016 to identify the
potential presence of existing underground fuel tanks and associated infrastructure from
historical operations. Antea Group identified seven sites within the Central Valley Water
Board's jurisdiction that warrant further subsurface investigation. These seven sites are
located in Alturas, Barber, Dunsmuir, Gold Run, Silverthorn, Tracy, and Willows. Antea
Group proposed plans to expose potential underground fuel structures by potholing, to
remove or abandon the historical underground fuel infrastructure, and to collect soil
samples to evaluate impacts from potential releases from these structures. In an
18 September 2018 letter, Central Valley Water Board staff requested that Union Pacific
submit an updated work plan that included plans to collect soil samples from additional
depths and to collect grab groundwater samples from each site. Central Valley Water
Board staff did not receive an updated work plan prior to the site investigations that took
place in July 2019.
Central Valley Water Board staff has the following comments regarding the 2019 site
investigations at the aforementioned Union Pacific properties:
MARK BRADFORD, CHAIR i PATRICK PULUPA, ESQ., EXECUTIVE OFFICER
11020 Sun Center Drive#200, Rancho Cordova, CA 95670 1 www.waterboards.ca.gov/contralvalley
