Antea Group submitted the Work Plan, Memorandum, and Report on <br /> behalf of Union Pacific Railroad Company (Union Pacific) for the investigation and <br /> removal of underground fuel tank infrastructure at seven former bunker fuel sites in <br /> northern California. Central Valley Water Board staff has determined that additional soil <br /> and groundwater investigation is needed to evaluate risks to human health and safety <br /> and to the environment at the subject sites. In accordance with Water Code Section <br /> 13267, Central Valley Water Board staff requests that Union Pacific submit individual <br /> site investigation work plans for the sites discussed below. <br /> In the Work Plan, Antea Group reported that non-geophysical surveys were conducted <br /> at 28 Southern Pacific rail yard sites (owned by Union Pacific) in 2016 to identify the <br /> potential presence of existing underground fuel tanks and associated infrastructure from <br /> historical operations. Antea Group identified seven sites within the Central Valley Water <br /> Board's jurisdiction that warrant further subsurface investigation. These seven sites are <br /> located in Alturas, Barber, Dunsmuir, Gold Run, Silverthorn, Tracy, and Willows. Antea <br /> Group proposed plans to expose potential underground fuel structures by potholing, to <br /> remove or abandon the historical underground fuel infrastructure, and to collect soil <br /> samples to evaluate impacts from potential releases from these structures. In an <br /> 18 September 2018 letter, Central Valley Water Board staff requested that Union Pacific <br /> submit an updated work plan that included plans to collect soil samples from additional <br /> depths and to collect grab groundwater samples from each site.
