Union Pacific Railroad Company - 6 - 14 July 2023
Former Bunker C Vaults
groundwater impacts from any remaining historical tanks or structures. Central Valley
Water Board staff will issue a separate letter to Union Pacific and the current owner of
the site notifying them of their responsibility to investigate potential releases on Site and
requesting that both parties work together to perform the necessary work.
By 9 October 2023, please submit individual work plans for additional soil and
groundwater investigations at the Alturas, Barber, Gold Run, Silverthorn, Tracy, and
Willows sites. As each site property had different underground infrastructure and initial
investigation results, Central Valley Water Board staff recommends treating each
release as an individual case, with its own site-specific work plan and risk assessment.
Please be sure that these work plans address Central Valley Water Board staff's
comments for each site and include an analysis of soil and groundwater for total
petroleum hydrocarbons, PAHs, metals, and BTEX compounds in accordance with the
LUFT Manual.
If you have any questions or concerns about this letter, please call me at 916-464-5817
or email me at m itch.messmer(a_waterboards.ca.gov.
kAL RlCk
9542
Mitch Messmer Galvin Kauffman, PG x
Water Resource Control Engineer Senior Engineering Geologi is
Site Cleanup Unit UST Enforcement Unit
CC' Kipp Sande, Senior Project Manager, Antea Group (Email)
