<br /> The Environmental Health Department will have no objections to the proposed time extension
<br /> of this application; however, the following updated requirements have been identified as
<br /> pertinent to this project. Other requirements may also apply. These requirements cannot be
<br /> modified.
<br /> 1. "Clean, imported material" should be limited to include only of gravel, rock, soil, sand and
<br /> similar, whether processed or not, that has never been used in connection with any
<br /> structure, road, parking lot, or similar uses (i.e. must be from naturally occurring sources),-
<br /> is non-hazardous; and does not contain any waste defined as follows-
<br /> • Solid waste means all putrescible and non-putrescible solid, semisolid, and liquid
<br /> wastes, including garbage, trash, refuse, paper, rubbish, ashes, industrial wastes,
<br /> demolition and construction wastes, abandoned vehicles and parts thereof,
<br /> discarded home and industrial appliances, dewatered, treated, or chemically fixed
<br /> sewage sludge which is not hazardous waste, manure, vegetable or animal solid
<br /> and semisolid wastes, and other discarded solid and semisolid wastes (PRC §
<br /> 40191). Solid waste includes inert debris such as concrete, asphalt, brick, and
<br /> crushed glass (14 CCR § 17388). Solid waste includes nonhazardous petroleum
<br /> contaminated soil (14 CCR § 17361).
<br /> Material not meeting this requirement will need a solid waste facility permit. Contact the
<br /> LEA to obtain the appropriate Solid Waste Facility Permit in accordance with Title 14,
<br /> CCR § 17388.1 and the Central Valley Regional Water Quality Control Board
<br /> (CVRWQCB) for the Waste Discharge Requirements.
<br /> 2. The operator is required to follow the guidelines established by the DTSC. For guidance
<br /> on selecting fill material and fill material sampling, refer to DTSC's Clean Fill Advisory:
<br /> https://dtsc.ca.gov/information-advisory-clean-imported-fill-material-fact-sheet/. As part
<br /> of this requirement, the operator should keep records of all material sources, quantities,
<br /> invoices/manifests/hauling records, and associated laboratory analytical results to
<br /> demonstrate compliance with this requirement.
<br /> 3. California Environmental Screening Levels are to be used to compare the laboratory
<br /> results with for this specific land use. Note that risk-based screening levels should be
<br /> based on ultimate land use, defined upfront, and included in the grading permit
