SAN JOAQUIN Environmental Health Department <br /> —COUNTY <br /> Greatness grows here. <br /> CP26 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SOHAL#3 12494 E FREMONT ST, STOCKTON May 7, 2026 <br /> 5 23 CCR 16 2613(a)(6) and (b), 2650(a), (d), and (e) 2011013 - Facility has submitted a complete and accurate UST <br /> Response Plan <br /> OBSERVATION: Owner/Operator failed to submit a complete and accurate UST Response Plan. The Response Plan in <br /> CERS did not have contact information for responsible persons. <br /> REGULATION GUIDANCE: §2650(d) Response Plan—Owners or operators must submit a response plan to the Unified <br /> Program Agency which demonstrates, to the satisfaction of the Unified Program Agency, that any unauthorized release <br /> will be removed from the secondary containment as soon as practical. This must be within a time consistent with the <br /> ability of the secondary containment to contain the hazardous substance but must not exceed 30 days. The response <br /> plan must include, but is not limited to, the following: (3)The name(s), title(s) and emergency contact information of the <br /> person(s) responsible for authorizing any work necessary under the response plan or, if applicable, identify that there is a <br /> continuously staffed emergency operations center authorized to coordinate such a response and provide a 24-hour <br /> phone number for that center. <br /> CORRECTIVE ACTION: This was corrected on site. An updated UST Response Plan was uploaded into CERS during <br /> the inspection. <br /> This is a Repeat(Class 2)Violation. <br /> 38 23 CCR 16 2613(c)(10) and (13) 2011003 - Records of release detection monitoring and maintenance properly <br /> maintained for 36 months (TCR 9d) <br /> OBSERVATION: Owner/Operator failed to maintain release detection monitoring and maintenance records for 36 <br /> months. The following attachments to the release detection monitoring reports were not found on site. <br /> Alarm histories and system set ups were marked as attached to the Monitoring System Certification reports but were not <br /> attached on site for the following reports: <br /> 1) 05/22/2025 (routine) <br /> 2) 05/22/2024 (routine) <br /> REGULATION GUIDANCE: §2613 (c)The owner or operator must maintain the following records on site, or off site at a <br /> readily accessible location if approved by the Unified Program Agency, for no less than 36 months: (6) Release Detection <br /> Equipment Testing Report Forms and attachments <br /> CORRECTIVE ACTION: Ensure release detection monitoring with all attachments and maintenance records are <br /> maintained on site for at least 36 months. <br /> This is a (Minor)Violation. <br /> 40 23 CCR 16 2613(e) 2011002 - Installation, repair, lining, integrity, calibration, and release records maintained for life of <br /> UST <br /> OBSERVATION: Records of installation, repairs, linings, intregrity certification, tank calibration charts, and/or <br /> unauthorized release reports were not kept onsite, or offsite if approved by the UPA, for the life of the UST. Thank charts <br /> were on site. <br /> REGULATIONS GUIDANCE: § 2613(e)The following records must be maintained by the owner or operator on site, or off <br /> site at a readily accessible location if approved by the Unified Program Agency, for the life of the underground storage <br /> tank system: (1) Installation records including, but not limited to: (A)Installation test results; (B)Manufacturer checklists <br /> and manuals; and (C)As-built drawings.
