Pursuant <br />to the PCLU provisions of T27CCR, Section 21190, the PCLU Plan shall be submitted to the <br />LEA, the Regional Water Quality Control Board (RWQCB), local air district, and local land use <br />agency for review and approval prior to commencing any construction or pre-construction <br />activities for such PCLU. <br />7.
