Lynsey Sammons
Registered Environmental Health Specialist
Cell: (209) 616-3067
Office: (209)468-3420
San Joaquin County Environmental Health Department
1868 E.Hazelton Avenue,Stockton,CA.95205
www.slgov.org/ehd
SAN JOAQUIN
C:CUNT1Y-- —
*Test notifications and test results should be sent to the general UST email: ust(&si og u.or
Please note: I am out of office every other Friday.
EHD will be closed for holidays on:
Jan 1, 15 1 Feb 19 1 May 27 1 July 41 Sept 21 Nov 11,28,29 1 Dec 25
From:Sammons, Lynsey [EHD]
Sent:Wednesday, October 22, 2025 3:17 PM
To:Silva, Oscar<osilva@cogentco.com>
Subject: RE: Reporting Lead Acid Batteries on CERS
Hi Oscar,
Thank you for sending all of this for the Hazardous Waste inspection. Violations 2 &51 are closed but I
have a few remaining questions about the rest.
It does look like Cummins is leaving records of when they take hazardous waste off site during
maintenance, which is relevant to violations 6, 8, 10 and 38 from the report.
From what you sent, I see three Full-Service checklist records documenting the times when used oil and
filters were taken, but they're not signed. The quantities are filled in, but there are spaces at the bottom
of page 2 for the transporter and generator to sign and both are blank. Do they send you a final copy later
that has signatures?
Here's are the attachments I'm looking at-
• J1770824 for Generator#1 —Says 60 gallons of used oil and 4 filters were taken on 1/29/25
• J1770820 for Generator#2—Says 31 gallons of used oil and 4 filters were taken on 1/30/25
• J1770821 for Generator#3—Says 35 gallons of used oil and 2 filters were taken on 1/31/25
The other thing missing from these is the hazardous waste vendor Cummins uses. There's a note on page
4 to call Heritage Crystal Clean or Clean Harbors if there's a spill, but I looked up some of Cummins'
disposal records and it seems like they use Ramos Environmental, which I don't see anywhere.
Can you investigate these few things for me?
2
