We drove to the parcel (17200 Murphy Pkwy, Lathrop, CA <br /> 95330) and parked along Murphy Parkway. The weather was sunny with a slight breeze about 72 degrees Fahrenheit. <br /> The parcel is predominately open space with 2/3 of the southern section overgrown with vegetation (pictures 4-6 and <br /> 14). The northern section where the former power plant was located has concrete slabs and steel structures present <br /> (pictures 7-8). Only the northern section has fencing surrounding the perimeter of the former power plant. Due to the <br /> overgrown vegetation, it was difficult to observe the condition of the cover for erosion or settlement issues. Where <br /> there was exposed surface in the southern portion of the parcel a signficant amount of glass pieces (pictures 1-3)were <br /> strewn over the ground. <br /> CalRecycle and the LEA walked the parcel and observed litter(pictures 9, 11 and 15) accumulated in areas within the <br /> former power plant. The former power plant is surrounded by a perimeter fence. Sections of the fence were observed <br /> to be open (pictures 10, 12 and 13). The surrounding area of the parcel was industrial buildings with maintained roads <br /> and easements (picture 14). <br /> 1 Waste Management Engineer <br />
