The Work Plan was submitted by Advanced GeoEnvironmental, Inc (AGE) on <br /> behalf of Heorot Power Holdings, LLC (HPH). The Work Plan was prepared and submitted at <br /> the request of the Regional Water Board in the 7 November 2017 Technical Reporting Order <br /> (Order) to conduct an investigation to define the extent and characteristics of two landfill cells <br /> that extend onto Site property from the eastern property boundary from the neighboring property <br /> of 500 E. Louise Avenue in Lathrop. Previous investigation on the neighboring property show <br /> the two unpermitted landfill waste cells resulted in suspected discharge of wastes with the <br /> potential to pollute underlying groundwater and pose a threat to human health and the <br /> environment. <br /> The Work Plan proposes to advance 24-soil borings to a depth of approximately 15-feet below <br /> ground surface (ft-bgs) using a direct-push drilling rig. The location of the borings will be <br /> determined after conducting an expanded magnetometer survey across the southern half of the <br /> Site and evaluating the results in a summary report submitted to Regional Water Board for <br /> concurrence on boring location selections. The borings will be advanced across the Site to <br /> define and evaluate the unpermitted landfilled waste material, soil, and underlying groundwater <br /> resources. Soil samples will be collected continuously between the surface and 15 ft-bgs depth. <br /> A minimum of 10-groundwater samples are planned to be collected from the observed disposal <br /> area. Propose analyses for soil and groundwater samples include: <br /> • Total petroleum hydrocarbons (EPA Method 8015 Modified) <br /> • Volatile Organic Compounds (EPA Method 82606) <br /> • Polychlorinated biphenyls (EPA Method 8082) <br /> • Polynuclear aromatic hydrocarbons and semi-volatile organic compounds (EPA Method <br /> 8270) <br /> KARL E.
