1.0 INTRODUCTION AND PROPOSED DEVELOPMENT: <br /> 1.1 Description of site: The project consists of two legal lots consisting of three Assessor's Parcels. <br /> The subject Assessor's Parcel numbers are 063-070-61, 62, and 63. The project is in an agricultural <br /> neighborhood. The parcels are zoned AG-40. <br /> 1.2 Description of Proposed Development: The purpose of this project is to create two parcels and one <br /> Homesite Parcel from the two existing legal parcels as reflected on the Tentative Map in the Appendix. <br /> In accordance with the San Joaquin County Development Title, this Surface and Subsurface <br /> Contamination Report (SSCR) is being submitted for approval. This report will investigate the property <br /> for visual or historical environmental contamination based on field observation, interviews with the <br /> owner, and County records. (This SSCR includes no chemical analysis). <br /> 1.3 Parcel location map: (See Appendix for Tentative Map with Vicinity Map and APN page). <br /> 1.4 Site Map: (See Appendix for Tentative Map). <br /> 2.0 PAST, PRESENT, AND PROPOSED FUTURE USES OF THIS SITE: <br /> 2.1 Discussion of Past, Present, and Proposed Future Uses: The primary source of information of <br /> the historic use of this property is testimony from one of the owners, Joe Peterson, who was interviewed <br /> in March, 2025. The owners have owned the parcels for more than 10 years. The land use has been <br /> agricultural and residential. <br /> 3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF <br /> CONTAMINATION: <br /> 3.1 Methods used to research: Methods used to research this parcel were records researched at the <br /> San Joaquin County Agriculture Commissioners office in March 2025 (see appendix for results). An <br /> onsite survey was performed on March 27, 2025, by staff of Dillon & Murphy. The San Joaquin County <br /> Environmental Health Department's underground storage tank mitigation database list did yield results <br /> for removed underground storage tanks. The San Joaquin County Environmental Health Departments <br /> public records provided information regarding tire shop use on the property. <br /> 3.2 Description of all past on-site potential and/or known above and below ground sources of <br /> contamination identified at the project site: Past on-site potentials for contaminations are moderate. <br /> The property has been used as a residence and agricultural land for more than 20 years. Historically <br /> there were two underground storage tanks which were removed in 1996. (Permit #PR0506253). One <br /> 1000 gallon fuel tank and one 550 gallon home heating oil tank on 14090 N Alpine Rd. That property <br /> was also previously used as a tire shop/storage. There were no permits for this use and all tires were <br /> removed from the property per EHD reports. The San Joaquin County Agricultural Commissioner's <br /> office report did yield results for pesticides/chemicals used on this site. The results of the pesticide use <br /> report yielded that there are chemicals of potential concern at the project site. <br /> The vineyard has historically been treated with Carbaryl, diuron, simazine, strychnine, zinc <br /> phosphide, 2,4-D, paraquat, non-permit non-ag, and non-permit ag-pod (See Permit No. 39-24- <br /> 3904043, 39-20-3904043, and Permit No. 39-21-3904043) (See Appendix) <br /> 1 <br />
