Disposal Facility (Site) Inspection Report (52) <br /> Forward Landfill, Inc. (39-AA-0015) <br /> 4/28/2026 <br /> Notes: <br /> 1. The area of concern for 27 CCR 20820 Drainage and Erosion Control has been corrected. <br /> The erosion channels and daylighting were repaired/ covered. <br /> 2. The LEA was notified of a potential Non-Conforming Waste event on April 28, 2026. The <br /> non-conforming waste was wastewater treatment sludge from Kirkwood Meadows Public <br /> Utility District. The non-conforming waste had an elevated mercury concentration of 36 mg/kg. <br /> A re-analysis of the sample and an analysis of a fresh sample were conducted. Operator is <br /> waiting for a confirmatory result from the WETLAB facility and shall provide the result to the <br /> LEA when it is available. The area the waste was disposed of is taped off and is not being <br /> used for disposal. Currently, Forward has suspended receiving waste from the business until <br /> further notice. <br /> 3. Litter was not observed on neighboring properties and litter on site was light. Observed staff <br /> picking up litter. <br /> 4. Tarps, overs and soil are used for daily cover. <br /> 5. Track out and odors were light. <br /> 6. Records were reviewed. <br /> 7. Since the last inspection, three loads of radiation emitting waste was transported to the <br /> landfill. One load was transported on April 15, 2026 from Waste Management and the other <br /> two loads were transported on April 27, 2026 from the Elder Creek Transfer Station. The loads <br /> are isolated near the scale house. <br /> 8. The gas meter was calibrated on the morning of the inspection. Perimeter landfill gas <br /> monitoring probes GP-1, GP-2 and GP-3 were measured today. Results were 0.0%, below the <br /> regulatory limit of 5% methane. See the attached log with complete results and calibration. <br /> 9. Loads were covered and drivers were observed wearing proper PPE. <br /> 10.
