PHASE H ENVIRONMENTAL SITE ASSESSMENT REPORT <br /> SATELLITE APARTMENTS <br /> APN 139-224-090 <br /> 530 N. STANISLAUS STREET <br /> STOCKTON, SAN JOAQUIN COUNTY, CALIFORNIA <br /> May 31,2024 <br /> 1.0 INTRODUCTION <br /> Condor Earth(Condor)conducted a Phase II Environmental Site Assessment(ESA)for the property located <br /> at 530 N. Stanislaus Street in Stockton,San Joaquin County,California(Figures 1 and 2,Appendix A).The <br /> evaluated property (Site) is designated as Assessor Parcel Number (APN) 139-224-090 and totals 0.55 <br /> acres. This Phase II ESA investigation included soil gas sampling to evaluate whether historical use of <br /> adjoining properties as autobody repair shops from the 1950s until present, and a dry-cleaning operation <br /> from the 1930s to 1955,resulted in contamination beneath the Site.Additionally,this investigation included <br /> the sampling of surface soils around the existing Site apartment complex to evaluate whether historical <br /> application of termiticides resulted in organochlorinated pesticide impacts to surface soil. Site soil gas <br /> samples were screened for the presence of volatile organic compounds (VOCs), and soil samples were <br /> screened for the presence of chlorinated pesticides (OCPs). Condor conducted the Phase 11 ESA under <br /> contract with Housing Authority of the County of San Joaquin(Client). <br /> 2.0 SITE BACKGROUND <br /> The 0.55-acre Site includes an approximate 12,600 square foot (sqft) two-story residential apartment <br /> complex and a parking lot.Review of historical documents indicates that the Site was originally developed <br /> as primarily residential on at least four separate parcels. Site properties were combined in 1963, at which <br /> point the two-story apartment building and a paved parking lot replaced the residential development. The <br /> adjoining properties are primarily residential and commercial. Condor identified at least five high-risk off- <br /> Site properties including automotive repair and dry-cleaning operations that are in close proximity to the <br /> Site. Several auto body repair facilities were identified on the eastern adjoining block since at least 1950 to <br /> present; a printing operation was identified on the northeast adjoining property from at least 1975 to 1990; <br /> and a historic dry-cleaning operation was identified on the southern portion of the northern adjoining block <br /> from at least 1930 to 1955. <br /> Due to the likelihood of chlorinated solvent and petroleum products use at the nearby properties, a vapor <br /> encroachment condition could not be ruled out for the Site without further investigation. Additionally, soil <br /> around the building perimeter may be impacted by chlorinated pesticides from historical termiticide <br /> application. Groundwater beneath the Site is anticipated to range from approximately 15 to 18 feet below <br /> ground surface(bgs) and flows toward the east-northeast. <br /> lk4414- <br /> �,i CONDOR <br />
