Phase II Environmental Site Assessment Report <br /> Satellite Apartments <br /> 530 N.Stanislaus Street <br /> APN 139-224-090 <br /> Page 6 <br /> None of the VOCs concentrations collected from the sub-slab soil gas sampling locations were detected <br /> above their respective calculated soil vapor screening levels, except for chloroform at Sub-2. Chloroform <br /> was detected at 7.2 µg/m3 which is above the calculated soil vapor screening level of 4.0 µg/m3. It is <br /> Condor's opinion that it is unlikely that this concentration poses a significant risk to current Site occupants <br /> in indoor air because the default attenuation factor of 0.03 is overly conservative. However, for a greater <br /> certainty of the Site-specific risk associated with chloroform,indoor air and ambient air sampling could be <br /> conducted to evaluate actual chloroform concentrations in indoor air. <br /> None of the detected OCPs in the collected surface soil samples detected exceeded their respective human <br /> health risk screening levels except for chlordane and dieldrin in three (3) of the collected samples. <br /> Furthermore, three of the chlordane results exceeded the Title 22 hazardous waste threshold of 2.5 mg/kg. <br /> The exposure pathway associated with OCPs is ingestion. The alternative method of isolating the exposure <br /> pathway when the remediation of hazardous chemicals (i.e. removal and proper disposal of contaminated <br /> soil) is not practical or safe is by encapsulating the material in place (i.e. asphalt/concrete cap, hardscape <br /> landscaping). <br /> In summary, it is Condor's opinion that no further environmental investigation is warranted at the Site <br /> related to potential vapor encroachment condition. However, for greater certainty of the Site-specific risk <br /> associated with chloroform, indoor air and ambient air sampling could be conducted to evaluate actual <br /> chloroform concentrations in indoor air. <br /> Condor recommends that exposed soil surrounding the existing apartment complex be encapsulated to <br /> reduce the exposure pathway to the OCP contaminant soil. <br /> 7.0 LIMITATIONS <br /> The scope of work for this report is intended to provide a limited review of certain information related to <br /> the potential presence of contamination at or beneath the Site. This report is not intended to eliminate all <br /> risk of the subject property bearing some degree of environmental liability. Condor cannot and will not <br /> warrant or certify that the Site is free of contaminants because it is impossible to know if such a condition <br /> exists. Although risks can never be eliminated, more detailed and extensive investigations yield more <br /> information. This information may help facilitate management of risks. <br /> This project was performed in general conformance with the Work Plan, dated April 11, 2024. The scope <br /> of work for this project was limited to an evaluation of environmental concerns associated with the potential <br /> presence of hazardous materials in conjunction with current and previous activities on a property and did <br /> not include other services that are not described in this report. Specifically excluded from the scope of work <br /> are: (1)the evaluation of the site for the presence of asbestos and radon,(2)a survey of the site for wetlands <br /> or rare and endangered species, and(3)a survey of the site for historical or cultural resources. <br /> Condor has completed this Phase 11 Environmental Site Assessment as an independent contractor. This <br /> report was performed with the customary state of the practice and the prevailing standard of care for <br /> completing such reporting in California at this time. Condor shall not be subject to any expressed or implied <br /> warranties whatsoever. <br /> Land use, site conditions (both on-site and off-site) and other factors will change over time. Site activities <br /> and regulations beyond our control could change at any time after the completion of this report. Our <br /> observations,findings and opinions can be considered valid only as of the date of the site visit or sampling <br /> event. The property owner is solely responsible for notifying all governmental agencies, and the public at <br /> large, of the existence, release, treatment, or disposal of any hazardous materials observed at the project <br /> i,i CONDOR <br />
