(Buckeye) and Tesoro Petroleum Company Inc. (Tesoro) bulk fuel <br /> facilities at the Port of Stockton in Stockton, San Joaquin County. The Buckeye and Tesoro bulk <br /> fuel terminals are henceforth collectively referred to as the Site. Groundwater beneath the Site <br /> is polluted with total petroleum hydrocarbons as gasoline (TPHg), TPH as diesel (TPHd), <br /> benzene, toluene, ethylbenzene, and xylenes (collectively BTEX), methyl tertiary butyl ether <br /> (MTBE), and tertiary butyl alcohol (TBA). <br /> Historically, Time Oil Company Holdings (TOC Holdings) was also a member of the STTC, and <br /> the STTC conducted groundwater monitoring at all three facilities under Order No. R5-2015- <br /> 0813. On 24 April 2017, TOC Holdings filed for Chapter 7 bankruptcy. Monitoring wells on the <br /> TOC Holdings property were not sampled during the first quarter 2017 monitoring event <br /> because there was no contract in place between TOC Holdings and Stantec Consulting <br /> Services, Inc. (Stantec), the consultant for the STTC. During a 24 May 2017 call between <br /> Buckeye, Tesoro, Stantec, and the Central Valley Water Board, staffs of Buckeye and Tesoro <br /> requested that current Order No. R5-2015-0813 be rescinded and a new MRP be issued which <br /> removes TOC Holdings from the STTC and omits monitoring and reporting requirements for <br /> STTC wells on the TOC Holdings property. As such, on 1 June 2017 California Regional Water <br /> Quality Control Board, Central Valley Region (Central Valley Water Board) staff sent the STTC <br /> a proposed monitoring schedule for a new Monitoring and Reporting Program (MRP) which <br /> omitted wells on the TOC Holdings property. Monitoring and reporting requirements for the TOC <br /> Holdings facility are outlined in a separate Order. <br /> In a letter dated 27 June 2017, the STTC requested additional revisions to the monitoring <br /> schedule proposed by Central Valley Water Board. Central Valley Water Board staff concurs <br /> with the revisions requested by the STTC, and has incorporated these revisions into the <br /> attached MRP. <br /> Final MRP No. R5-2017-0826 is enclosed and now is effect. The next required sampling event <br /> should take place in the third quarter 2017, and the report is due by 15 November 2017.
