Box 2089 <br /> Stockton, California 95201 <br /> jcashman@stocktonport.com <br /> STOCKTON, ROUGH AND READY ISLAND (39420010): CONDITIONAL <br /> APPROVAL OF GROUNDWATER & SURFACE WATER SAMPLING <br /> Dear Mr. Cashman: <br /> By letter dated June 1, 2018, the Port of Stockton submitted the Final 2018 <br /> Groundwater Monitoring Work Plan (Final GMWP) for surface water and <br /> groundwater sampling. The Port forwarded the GMWP Field and Reporting <br /> Schedule (Schedule) via email on June 5, 2018. DTSC provided comments on <br /> the Draft GMWP by letter dated May 11, 2018. The Final GMWP proposes <br /> collection of water samples from existing wells, temporary groundwater probes, <br /> and surface water, and analyzing them for volatile organic compounds (VOCs). <br /> The Schedule indicates the Port would present the resulting data during a meeting <br /> in October 2018. <br /> The Final GMWP does not include analyses for all contaminants of concern (COCs). <br /> In 2018, the Port collected samples from four wells at Site 3 for per- and <br /> polyfluoroalkyl substances (PFAS) analysis. The Port's March 14, 2018, reports <br /> detecting PFAS in all four wells, of which one exceeded the USEPA lifetime drinking <br /> water health advisory by approximately three orders of magnitude. DTSC's May 11 <br /> comments on the Draft GMWP requested the Port revise the Draft GMWP to identify <br /> all locations where PFAS may have been stored, used or disposed, and to include <br /> analysis for PFAS. DTSC also requested the Port revise the Draft GMWP to include <br /> analysis of radionuclides, and to demonstrate all COCs have been identified. <br /> GMWP Section 1.4, COCs in Groundwater, indicates PFAS and radionuclides are <br /> not addressed in the GMWP, and that a media specific evaluation of COCs and <br /> ® Printed on Recycled Paper <br />
