Workplan for PFAS Sampling and Analysis Project Number:60657245 <br /> 1 . Introduction and Site Background <br /> AECOM Technical Services, Inc. (AECOM) has prepared this Work Plan for Per- and Polyfluoroalkyl Substances <br /> (PFAS) Sampling and Analysis (Work Plan) on behalf of Tesoro Logistics Operations LLC (Tesoro) for the Tesoro <br /> Terminal Facility at 3003 Navy Drive, Stockton, California (Site, Figure 1-1). This Work Plan was prepared in <br /> accordance with State Water Resources Control Board (SWRCB) Order WQ 2021-0006-DWQ dated April 29, 2021 <br /> and SWRCB's letter dated May 7, 2021,which granted an extension to August 31, 2021 to submit this Work Plan. <br /> 1 .1 Site Description <br /> The Site is located within a terminal lease area of the Port of Stockton,California.Other petroleum terminal and pipeline <br /> facility lease holders include the former Time Oil Facility,the Kinder Morgan Energy Partners, L.P. Stockton Terminal, <br /> Buckeye Terminals, LLC(Buckeye)Terminal, and NuStar Terminals Operations Partnership L.P.facility. <br /> Fuel distribution activities began in the area in the 1940s and expanded during the 1950s and 1960s.The Site currently <br /> consists of two areas, the West Terminal at 3003 Navy Drive and the East Annex at 2560 West Washington Street <br /> (Figures 1-2 and 1-3). The West Terminal serves as a petroleum product distribution source to supply gasoline and <br /> diesel fuels to the local area. Finished product is received by pipeline,stored in tanks and distributed by bulk tank trucks <br /> for delivery to retail service stations and other commercial facilities. The West Terminal contains a tank farm consisting <br /> of ten vertical and two horizontal aboveground tanks enclosed within a large concrete dike. A tank truck loading rack <br /> (truck rack) is located near the main entrance to the facility along Navy Drive. <br /> The East Annex is located northeast of the West Terminal at the northwest corner of the intersection of West <br /> Washington Street and Stork Road. The East Annex is a rail offloading station that was recently added to the Site's <br /> operation. Ethanol and renewable diesel are primarily received and unloaded from rail cars at the East Annex. There <br /> is also an offloading area for delivery by trucks at the East Annex. <br /> The Port of Stockton holds the National Pollution Discharge Elimination System (NPDES) permit for the discharge of <br /> stormwater from this Site as well as other Port of Stockton tenant facilities. Stormwater control areas are located at <br /> east, west, and south corners of the West Terminal. Undiked areas of the West Terminal do not contain storm drains. <br /> Water accumulating in diked areas of the Tank Farm is drained via valves which remain closed until approved to open. <br /> Drainage from the Tank Farm requires visual inspection of the water to be released to the Port of Stockton conveyances, <br /> while material captured in other diked areas of the Site are directed to a central sump and into an on-site double-walled <br /> 6,000-gallon underground tank that then pumps to aboveground oily water Tank 420.Material from Tank 420 is trucked <br /> to the Tesoro Carson Refinery in Carson, California for oil recovery and treatment. Sheet flow from parking lots and <br /> driveways will accumulate near the northwest and southwest exit gates and can be pumped by terminal operators under <br /> Navy Drive to the adjacent Port of Stockton ditches. From there, stormwater drains to a Port of Stockton holding pond, <br /> located across Navy Drive to the south of the Site(Figure 1-2). <br /> Stormwater at the East Annex drains to an on-site bermed spill containment pond. The materials in the containment <br /> pond are checked before these materials are pumped to the Port of Stockton drainage system. <br /> Industrial and commercial operations are located adjacent to the Site. Residential areas are located across the main <br /> branch of the San Joaquin River to the north and to the east near the Route 4 Freeway. <br /> 1 .2 Geology <br /> Unconsolidated strata beneath the Stockton area consist primarily of interbedded clays, silts, and fine-grained sands <br /> of the Quaternary age flood basin deposits.The flood basin deposits are approximately 1,000 feet thick in the Stockton <br /> area. <br /> There is considerable variability in the distribution and percentage of fine- and coarse-grained sediments in the Site <br /> vicinity. These deposits are interpreted to have been deposited by fluvial (water borne) processes as overbank flood <br /> plain deposits outside the main channel of the San Joaquin River.
