PFAS Storage and Usage History <br /> The Site PFAS storage and foam usage history were evaluated based on review of historical documents as well as <br /> interviews with relevant Marathon Petroleum Company (MPC) personnel. This data review showed that foam was <br /> stored at the Site as early as 2005. Detailed historical records with the quantities and types of foams used or stored at <br /> the Site are not available. However, based on the review of the documents from the Site and interviews with the facility <br /> staff,the following sections describe identified areas at the facility where foam may have been stored, handled, or <br /> used.The identified areas are shown on Figure 2-1 and Figure 2-2. <br /> 2.1 Storage and Handling Locations <br /> Storage and handling locations have been identified in order to form a basis for sampling locations. Currently, foam <br /> concentrate is stored in two tanks associated with two fixed foam systems and two 55-gallon drums as described in <br /> Section 2.1.1 and Section 2.1.2. Each storage location is described in detail below. Foam currently stored at both the <br /> West Terminal and East Annex is Solberg Arctic 3x3% and 3x3% CG ATC, an alcohol-resistant aqueous film forming <br /> foam (AR-AFFF). <br /> 2.1.1 Fixed Fire Suppression Systems <br /> Fixed fire suppression systems are those which are dedicated to a certain area (i.e., at a truck loading rack). These <br /> systems cannot readily be relocated. Fixed systems require annual testing per National Fire Protection Association <br /> (NFPA) requirements; however, testing is often completed by a third-party contractor and testing can be completed <br /> with water. <br /> Fixed System #1 (Storage S1)—Stockton West Terminal has a fixed foam system that provides direct protection to <br /> the truck rack and Tanks 35 and 55 since 2016, as well as Tanks 20 and 32 since 2018. The foam concentrate for the <br /> fixed system is an AR-AFFF supplied from a 1,000-gallon foam tank located southwest of the truck rack(Figure 2-1). <br /> Historical Fixed System#1 —At the Stockton West Terminal,there was a historical fixed foam system that was designed <br /> to provide fire protection by supplying foam solution to the truck rack from at least 2005 through 2016. A fixed foam <br /> system may have been present prior to 2005. The foam concentrates for the truck rack were contained in a 300-gallon <br /> foam tank. The foam tank was removed and properly disposed of off site in 2016. The historical system was installed <br /> where the existing Storage S1 is currently located. <br /> Fixed System#2 (Storage S2)—Stockton East Annex has a fixed foam system that provides direct protection to the <br /> railcar offloading rack. The system has been connected to the deluge system since 2016. The foam concentrate for <br /> the fixed system is an AR=AFFF supplied from a 600-gallon foam tank located southeast of the railcar offloading rack <br /> (Figure 2-2). <br /> 2.1.2 Foam Monitors <br /> Foam monitors may be connected to fixed foam storage or manually connected to semi-fixed foam storage(i.e.,drums, <br /> totes). A foam monitor is located at the truck loading rack at the East Annex. Foam to the East Annex foam monitor is <br /> supplied by the fixed foam tank(Storage S2)described in Section 2.1.1.There is no record of use of the monitor.A fire <br /> monitor is located at the East Annex and may be connected,via a stinger,to a 55-gallon drum of foam if needed. The <br /> drum storage is indicated on Figure 2-2 as Storage S3.There is no record of use of the fire monitor with foam. <br /> _.2 Potential Foam Usage Areas <br /> One foam use area was identified for the Site (Location U1). Foam was used at the truck rack at the West Terminal <br /> reportedly in 2005.The foam was discharged to the concrete pavement in the loading rack(Figure 2-1).The foam/water <br /> mixture was contained, as designed, within the rack containment drainage system, where it drained by pipe into the <br /> underground sump and was pumped to aboveground oily water Tank 420 for proper offsite transport and treatment. <br /> The concrete rack loading area, associated strip drains, piping, sumps, and piping that connects with Tank 420 are <br /> enclosed and not exposed to surrounding soils. <br /> Prepared for:Tesoro Logistics Operations LLC AECOM <br /> 7 <br />
