The City submitted the Work Plan to provide general description of groundwater monitoring
well (well) abandonment (destruction) of wells no longer providing meaningful data associated
with the various Lodi volatile organic compound (VOC) groundwater plumes.
The combined VOC plume well network consisted of 76 groundwater monitoring wells constructed
in four varying groundwater depth zones. Of these wells, forty (40) were installed in the Shallow
Zone, thirteen (13) were installed in the Intermediate Zone, seven (7) were installed in the Deep
Zone, and sixteen (16) were installed in the Deeper Zone. On 29 January 2024, the Central Valley
Water Board issued a revised Monitoring and Reporting Program (MRP) Order No.
R5- 2024- 0800, removing 20 wells from the sampling program that no longer provide significant
VOC plume information. The Work Plan summarizes the wells to be destroyed which correlate to
those wells removed from the monitoring network.
The Work Plan includes the following components:
1. Pre-Field Work Activities;
• Health and Safety Plan Preparation;
• Site Access and Permitting (encroachment and well destruction); and,
• Notification;
2. Well Abandonment (destruction) Activities;
3. Waste Management;
4. Reporting; and
5.
