SAN JOAQUIN Environmental Health Department <br /> —COUNTY <br /> Greatness grows here. <br /> Small Quantity Hazardous Waste Generator Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> DIAMOND GAS AND FOOD MART 1824 E YOSEMITE AVE, MANTECA June 9, 2026 <br /> 4 22 CCR 12 66262.16(b)(7)(C) 3020001-Employees thoroughly familiar with all waste handling and emergency <br /> procedures <br /> OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that employees <br /> who handle hazardous waste were properly trained. <br /> -The employee present onsite at the time of inspection was not certain on where to dispose of the fuel contaminated <br /> absorbent once the hypothetical spill was cleaned up. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San Joaquin <br /> County Environmental Health Department (EHD)for employees whose responsibilities include hazardous waste. <br /> This is a Repeat(Class 2)Violation. <br /> 20 22 CCR 12 66262.18(c); HSC 6.5 25189.5(a) 3050002-Disposed of hazardous waste at an authorized location <br /> OBSERVATION: Owner/Operator failed to dispose of hazardous waste at a facility which has a permit from DTSC or <br /> disposed of hazardous waste at a point which is not authorized or which does not have a valid ID number. <br /> -As per facility employee, fuel contaminated solids (fuel filters and used absorbent) have been discarded into the <br /> garbage. <br /> REGULATION GUIDANCE: The disposal of any hazardous waste, or the causing thereof, is prohibited when the disposal <br /> is at a facility which does not have a permit from the department issued pursuant to this chapter, or at any point which is <br /> not authorized according to this chapter. Hazardous wastes shall be disposed of only by transportation to a permitted <br /> hazardous waste treatment, storage, and disposal facility(TSDF)or other authorized point. <br /> CORRECTIVE ACTION: Immediately discontinue disposing of hazardous waste at any facility not permitted by DTSC or <br /> to any point which is not authorized or does not have a valid ID number. Submit a statement to the CUPA indicating <br /> improperly disposed of hazardous waste has been properly managed, and that all hazardous wastes will only be <br /> disposed at facilities permitted by DTSC in the future. <br /> This is a (Class 1)Violation. <br /> Overall Inspection Comments <br /> Routine HW Inspection <br /> An inspection checklist was provided to the facility operator on the day of inspection.
