Environmental Health Department <br />AMENDED <br />4/20/2022 <br />Large Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />April 12, 2022 <br /> Facility Address: <br /> 15250 N THORNTON RD, Lodi <br /> Facility Name: <br /> Love's Travel Stop #538 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 507 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. <br />OBSERVATION: The facility has a hazardous waste tank but does not have three years of complete daily tank <br />inspection records. The facility have a used oil tank on site. No daily tank inspection record was observed. <br />REGULATION GUIDANCE: <br />(a) The owner or operator shall inspect, where present, at least once each operating day: <br />(1) overfill/spill control equipment (e.g., waste-feed cutoff systems, bypass systems, and drainage systems) to <br />ensure that it is in good working order; <br />(2) the aboveground portions of the tank system, if any, to detect corrosion or releases of waste; <br />(3) data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and temperature <br />gauges, monitoring wells) to ensure that the tank system is being operated according to its design; <br />(4) the construction materials and the area immediately surrounding the externally accessible portion of the tank <br />system including secondary containment structures (e.g., dikes) to detect erosion or signs of releases of hazardous <br />waste (e.g., wet spots, dead vegetation); and <br />(5) for uncovered tanks, the level of waste in the tank, to ensure compliance with section 66265.194(b)(3). <br />(c) The owner or operator shall document in the operating record of the facility an inspection of those items in <br />subsection (a) of this section. <br />CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank <br />inspections. Provide a corrective action statement and supporting documentation to the San Joaquin County <br />Environmental Health Department (EHD) within 30 days. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />An inspection report was provided to the facility operator on the day of inspection. The report was amended <br />and replaces the initial report. <br />Official inspection report was changed from small quality hazardous waste generator to large quality hazardous <br />waste generator. <br />Added violations #502 and 507. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, within 30 days of receiving the amended inspection report. <br />Wastes generated by this facility: <br />- Used Oil <br />- Used Metal oil Filters <br />- Used Paper oil Filters <br />- Launder oily rags <br />- Liquid Waste <br />- Oil waste separator <br />FA0021886 PR0539989 SC001 04/12/2022 <br />EHD 22-02 Rev. 12/06/2021 Large Quantity Hazardous Waste Generator OIRPage 8 of 9 <br />1868 E.
