CP26 - UST FULL Inspection Report Facility Name: Facility Address: Date: MY MINI MART 11756 N WILSON WAY STOCKTON June 1 2026 5 23 CCR 16 2613(a)(6) and (b), 2650(a), (d), and (e) 2011013 - Facility has submitted a complete and accurate UST Response Plan OBSERVATION: Owner/Operator failed to submit a complete and accurate UST Response Plan. The UST Response Plan submitted in CERS lists the responsible person as Mansoorullah Kamal but no emergency contact information is listed for Manoorullah Kamal. The contact phone numbers listed are for the business and for Hakimi and Amir, who are listed as "partners". Hakimi and Amir are not listed as one of the persons responsible for authorizing any work necessary under the response plan. REGULATION GUIDANCE: § 2650(d) Response Plan—Owners or operators must submit a response plan to the Unified Program Agency which demonstrates, to the satisfaction of the Unified Program Agency, that any unauthorized release will be removed from the secondary containment as soon as practical. This must be within a time consistent with the ability of the secondary containment to contain the hazardous substance but must not exceed 30 days. The response plan must include, but is not limited to, the following: (3)The name(s), title(s) and emergency contact information of the person(s) responsible for authorizing any work necessary under the response plan or, if applicable, identify that there is a continuously staffed emergency operations center authorized to coordinate such a response and provide a 24-hour phone number for that center. CORRECTIVE ACTION: Submit a complete and accurate UST Response Plan into CERS and maintain a current copy on site. This is a (Minor)Violation. 7 23 CCR 16 2613(a)(8) and (b), 2630(b) 2011004-Owner/Operator submitted DO form within 30 days of UST install or DO change (TCR 10) OBSERVATION: A new designated operator, Kaleb Winkler, began conducting inspections on 2/5/2026 and notification was not provided to the EHD within 30 days of the change. REGULATION GUIDANCE: § 2613(a)(8), § 2613(b), § 2630(b)Within 30 days of any change to the designated underground storage tank operator(s), the owner or operator must submit to the Unified Program Agency information identifying the designated underground storage tank operator(s)for the facility. The name of each designated underground storage tank operator listed in the California Environmental Reporting System must be identical to that individual's name as listed on the individual's International Code Council UST System Operator certificate. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov and upload the notification identifying all the designated operators for this facility. This is a (Minor)Violation. 40 23 CCR 16 2613(e) 2011002 - Installation, repair, lining, integrity, calibration, and release records maintained for life of UST OBSERVATION: Records of installation, repairs, linings, intregrity certification and/or unauthorized release reports were not kept onsite, or offsite if approved by the UPA, for the life of the UST. Installation records were not observed on site. Tank calibration charts were found on site. REGULATION GUIDANCE: § 2613(e)The following records must be maintained by the owner or operator on site, or off site at a readily accessible location if approved by the Unified Program Agency, for the life of the underground storage tank system: (1) Installation records including, but not limited to: (A)Installation test results; (B)Manufacturer checklists and manuals; and (C)As-built drawings. (2) Records of repairs, including inspection reports and structural integrity certifications associated with interior lining; (3)Tank calibration charts; and (4) Unauthorized release reports. CORRECTIVE ACTION: Immediately locate and maintain these records onsite and submit copies to the UPA within 30 days. This is a (Minor)Violation.
