8 January 2014Mr. Abe Northrup -2- <br />CalTrans’ Highway 4 Viaduct <br />CalTrans has developed plans to construct an overhead extension of Highway 4, which will <br />pass over a corner of the stormwater pond parcel. Monitoring wells KP-4 and KP-4D are within <br />the construction area of the viaduct, and initial ground preparations are scheduled to begin in <br />March 2014. Therefore, Koppel should submit a well destruction workplan for these two wells <br />by 31 January 2014. <br />Central Valley Water Board staff is working with CalTrans to determine if monitoring well TG-5 is <br />within the viaduct construction easement. If it is within the construction easement, then <br />CalTrans will be requested to protect it and replace this well if it is damaged in the course of <br />construction. <br />Deeper Groundwater <br />Koppel Stockton Terminal has been monitoring deeper groundwater from several monitoring <br />wells established in the second water-bearing zone. Several of the deep monitoring wells have <br />been destroyed with Central Valley Water Board concurrence due to consistently low or non­ <br />detections of nitrogen. The remaining deep wells (KP-4D and KP-6D) have contained less than <br />0.3 mg/L of nitrate and ammonium for at least the past two years. Central Valley Water Board <br />staff believe that the deeper groundwater is not a concern at the Koppel Stockton facility. <br />Koppel Stockton should submit a workplan to destroy the remaining deep groundwater <br />monitoring wells by 31 January 2014. <br />Koppel Stockton would normally be requested to destroy all monitoring wells associated with the <br />stormwater pond parcel before Central Valley Water Board provides a no further action <br />determination. However, as discussed below, Koppel Stockton should provide a workplan to <br />destroy KP-4 and KP-4D before February 2014. Koppel should retain monitoring well TG-5 on <br />the stormwater pond parcel since it serves as a downgradient monitoring point for the western <br />parcels. <br />Stormwater Pond Parcel <br />The remaining parcel proposed for no further action is the stormwater pond parcel (APN 145- <br />090-48). It appears that this parcel meets both the soil and groundwater cleanup criteria. <br />Therefore, Koppel Stockton needs to provide a 30-day public notice advising adjacent property <br />owners and tenants that the Central Valley Water Board is considering no further action for the <br />stormwater pond parcel, and that they may provide comments to the Central Valley Water <br />Board. Please provide a draft fact sheet and interested parties list to Central Valley Water <br />Board staff for review. When Central Valley Water Board staff concur with the content of the <br />public notice, Koppel Stockton will circulate it to the interested parties, and Central Valley Water <br />Board staff will post it on the Geotracker website. Koppel Stockton will need to address the <br />comments received during the comment period before the Central Valley Water Board <br />considers no further action on the stormwater pond parcel. <br />Summary <br />While Central Valley Water Board staff is considering no further action on the stormwater pond <br />parcel, Koppel Stockton needs to do the following. <br />• By 24 January 2014, provide a draft fact sheet and interested parties list notifying the public <br />of the Central Valley Water Board’s pending consideration of the stormwater pond parcel for <br />no further action. <br />• By 31 January 2014, provide a work plan to destroy monitoring wells KP-4, KP-4D, and <br />KP-6D.
