I lickox <br />Secretary for <br />Environmental <br />I’rotcclion <br />REQUEST FOR REPORT OF WASTE DISCHARGE, LODI H INE AND BUSINESS CENTER, <br />LODI, SAN JOAQUIN COUNTY <br />Based on the 30 November 2000 inspection of the Lodi Wine and Business Center (LWBC) at <br />1 Winemasters Way, Lodi, staff has determined that Waste Discharge Requirements are required for the <br />site. This is based on observation that winery wastewater is discharged to several ponds onsite. The <br />inspection was perfonned because the wastewater ponds were discovered while staff was performing an <br />inspection at a nearby facility. <br />Wastewater at the site is generated through wine crush activities and wine storage tank cleaning activities. <br />Winery wastewater contains chemicals that can degrade surface and groundwater quality if not properly <br />handled and disposed of. Therefore, Waste Discharge Requirements (WDRs) must be adopted by the <br />Regional Board. To obtain WDRs, you must first submit a Report of Waste Discharge (RWJD)..... <br />California Water Code Section 13260 states you are required to submit an RWD at least 120 days prior to <br />discharging wastewater. Because the discharge is already occurring, the RWD must be submitted as soon <br />as possible. By 1 March 2001, LWBC shall submit the RWD. Discharging wastewater without first <br />securing WDRs is a violation of the California Water Code and exposes the discharger to the potential for <br />enforcement actions, including fines. <br />An RWD consists of the Form 200 Application/Report of Waste Discharge General Information <br />(enclosed), a filing fee, and the answers to the Additional Questions. The RWD shall be prepared in a <br />unified report by a California Registered Engineer. The RWD, at a minimum, shall address the Additional <br />Questions; it shall also include any additional information required to explain the site specific processes. <br />The filing fee is based on the threat and complexity of the discharge, as described in the enclosed filing <br />fee schedule.
