(ERM) has prepared this Historic Petroleum Release Groundwater Investigation Workplan <br /> (Workplan)to investigate potential groundwater contamination at the Turner Cut Station located at <br /> 2121 N Zukerman Road in Stockton,California (Site; Figure 1). This Workplan was prepared in <br /> response to the Central Valley Regional Water Quality Control Board's (RWQCB) Request for <br /> Additional Investigation: Turner Cut Station, 2121 N Zukerman Road, Stockton, San Joaquin <br /> County, California, dated 28 March 2023 (Letter Request). <br /> The scope of work includes a focused groundwater investigation at the Site to identify potential <br /> groundwater contamination associated with the historical petroleum release that was discovered <br /> by PG&E on 3 February 2023 during abandonment of gas well TC6S (Figure 2). The details of the <br /> groundwater investigation are included herein. <br /> 1. BACKGROUND <br /> On 3 February 2023, during initial excavation for abandonment of gas well TC6S at the Site, <br /> PG&E discovered a historical spill of lessthan 40 gallons of hydraulicoil. The petroleum-impacted <br /> soil was discovered at approximately 7 feet below ground surface (bgs). PG&E submitted a <br /> Hazardous Materials Spill Report to the California Office of Emergency Services (OES; OES <br /> Control#23-946)on 3 February 2023 and submitted Notification of Hazardous Waste Discharge to <br /> San Joaquin Environmental Health Department(SJEHD; EHD Log#23-018)on 7 February 2023. <br /> PG&E contracted Clean Harbors Environmental Services, Inc. (CHES) to perform additional <br /> excavation around the wellhead,and hydro-excavation proceeded to a depth of approximately <br /> 8 feet bgs. Peat soil at approximately 5 feet bgs prevented PG&E and their contractor from visually <br /> being able to determine the extent of contamination. On 13 February,CHES collected confirmation <br /> soil samples from the excavation (four side-wall samples and one four-point composite floor <br /> sample), one accumulated water sample from within the excavation, and two samples from water <br /> accumulated within the excavated spoils. <br /> ©Copyright 2023 by The ERM International Group Limited and/orits affiliates("ERM").All Rights Reserved.
