Proposed Remediation Well Installation Work Plan Stockton Charter Way Commingled Plume #CP0057 February 14, 2025 • Former Texaco (Equilon), located at 440 West Charter Way in Stockton, and, • Former Colombo/Toscana Bakery (Sara Lee; now BBU), located at 1444 South Lincoln Street in Stockton. In April 2010, the CRWQCB-CVR classified the Site as a commingled plume and since then the JC have been working cooperatively to address the environmental cases. In 2003, the City of Stockton changed the name of a portion of West Charter Way to Dr. Martin Luther King Jr. Boulevard. For reporting purposes,the Site has continued to be referred to as the Stockton Charter Way Commingled Plume Site and the historical Charter Way addresses are used. 1.2 SITE AND SURROUNDING AREA The Site is currently comprised of an active car wash facility (former ARCO Service Station No. 2168 - located on the northeast corner of the intersection of West Charter Way [a.k.a. Dr. Martin Luther King Jr. Boulevard] and Lincoln Street), an active Chevron-branded gasoline service station (Chevron Facility #92033- located on the southwest corner of the intersection of West Charter Way and Lincoln Street), an ARCO-branded gasoline service station (former Texaco [Equilon] - located on the southeast corner of the intersection of West Charter Way and Lincoln Street), and a storage warehouse (former Colombo/Toscana Bakery [BBU] - located south of the former Texaco [Equilon] on the east side of Lincoln Street). The Site is comprised of parcels 16503003, 14707607, 16504016, and 16503005.The area surrounding the Site includes mixed residential and commercial use. Former ARCO Service Station No. 2168 currently consists of an active car wash facility; no underground storage tanks (USTs) or fuel dispensers are present on the property. Chevron Facility #92033 currently consists of a station building, four fuel dispensers on two islands, and three USTs. BBU currently consists of a warehouse building; no USTs or fuel dispensers are present on the property. The former Equilon facility, currently an ARCO-branded facility consists of a station building, a car wash, four fuel dispenser islands, and four USTs. The Site lies at an elevation of approximately 12 feet (ft) above mean sea level on flat terrain. 1.3 CURRENT STATUS In a recent directive letter dated November 7, 2024 (Appendix A), the CRWQCB-CVR requested a meeting to discuss remedial options for two separate areas of the Site where residual concentrations remain over California Low Threat Closure Policy (LTCP) criteria. In the letter, the CRWQCB-CVR noted that Phase I Air Sparge (AS) and Soil vapor Extraction (SVE) have been effective in the former Bimbo Bakeries USA (BBU) area of SLUE-1 and the Accelerated Remediation Technology (ART) wells installed to remediate BTEX and MTBE in groundwater have been effective at significantly reducing chemical concentrations in the areas and depths where the wells were designed to address. LTCP criteria has been reached in groundwater areas across the Site that require active remediation apart from the two remaining areas discussed herein. This document is presented to summarize proposed additional remedial actions for the two areas to achieve groundwater remediation goals. With regulatory and JC approval, Stantec proposes additional remedial measures via ART well installation to address deeper residual MTBE and additional AS/SVE to further remediate shallow benzene. Per the CRWQCB-CVR directive, the following sections ® Stantec 2
