that has completed the 40-hour OSHA safety-training course and will
provide OSHA training certification of the job Foreman working at the site
upon request.
3.2 SITE CONDITIONS
The installation of the new monitoring well does not include excavation of
refuse or contact with refuse.
Potential risk with Landfill Gas may be an issue but minimal as the new
GW wells are outside the refuse footprint. NCSL's perimeter LFG
migration monitoring wells have shown methane readings of less than one
percent by volume. The lower explosive limit of methane is five percent by
volume. Potential hazards of methane gas are fire, explosion and
asphyxiation.
3.3 SAFETY PROCEDURES
A. Drilling Contractor will conduct a safety meeting with County staff and
Contractor's employees before the start of the project. During the first
safety meeting, Drilling Contractor will inform employees not to touch
refuse if encountered. Employees will wear personal protective equipment
when working.
B. If any strange material is encountered during drilling, then the work area
will be cordoned off and the County's Office of Emergency Services (OES)
will be notified. The affected work area will be flagged and excluded from
other work areas until the strange material is characterized by OES.
County's staff and Drilling Contractor will not attempt to remove or handle
suspicious material.
C. Drilling Contractor is required to follow OSHA safety rules and regulations
during this project. Hard hats, safety glasses and safety vests will be
required for personnel working near the construction area and operating
heavy equipment.
D. A Landfill Gas analyzer will be used to measure methane concentrations
in the work area. Drilling Contractor will be required to obtain the Landfill
Gas analyzer and ensure the meter is in good working order throughout
the project. Workers will not perform work that involves sources of
combustion (such as welding equipment) or other work that generates
temperatures that could ignite methane unless the work area has been
verified to meet safety requirements.
N:\1 North County\Projects\2026-Monitoring Well Project\UPCAA Version\15 and 16\2026-NC-GW Well G15 G16-Specs-
Final.docx
G15&G16 Page 4 of 4 San Joaquin County
NC-2026 Monitoring Wells Public Works/Solid Waste
