Large Quantity Hazardous Waste Generator Program Inspection Report Date: September 1, 2026 Facility Address: 471 SAN CARLOS WAY, STOCKTONSPEEDEE OIL CHANGE & TUNE-UP Facility Name: Environmental Health Department SUMMARY OF VIOLATIONS (CLASS I, CLASS II, or MINOR - Notice to Comply) Item #Remarks 3 22 CCR 12 66262.17(a)(6), 66262.262 3010024-Contingency Plan, all revisions, and QRG maintained at the facility and submitted as required OBSERVATION: A copy of the Quick Reference Guide (QRG) was not submitted to the local emergency responders (i.e., police departments, fire departments, hospitals, and State and local emergency response teams that may be called upon to provide emergency services). REGULATION GUIDANCE: 22 CCR § 66262.262 (b) A large quantity generator shall submit a QRG of the contingency plan to the local emergency responders (i.e., police departments, fire departments, hospitals, and State and local emergency response teams that may be called upon to provide emergency services). The QRG shall include: (1) Types/names of hazardous wastes (HW) in layman's terms and hazardous associated with each HW present at any one time (2) Estimated maximum amount of each HW that may be present at any one time; (3) Identification of any HW exposure that would require unique/special treatment by medical or hospital staff; (4) Facility map showing where HW are generated, accumulated, treated and routes for accessing these wastes; (5) Street map of the facility in relation to surrounding businesses, schools, and residential areas to understand how best to get to the facility and evacuate citizens and workers; (6) Locations of water supply (e.g., fire hydrant and its flow rate); (7) Identification of onsite notification systems (e.g., a fire alarm that rings offsite, smoke alarms); and (8) Names of Emergency coordinator(s) and 7/24-hour emergency telephone number(s) or, in the case of a facility where an emergency coordinator is continuously on duty, the emergency telephone number for the emergency coordinator. CORRECTIVE ACTION: Submit a copy of the QRG to local emergency responders. Per DTSC FAQs: Posting QRG to CERS as part of the "Emergency Response/Contingency Plan" element is sufficient to meet requirements if local emergency responders who need access to the QRG have access to the CERS system. If submitting to CERS, provide statement responders have access to CERS. This is a (Minor) Violation. 31 22 CCR 12 66262.16(b)(4)(A), 66262.17(a)(5)(A) 3030007-Labeled all containers or portable tanks containing hazardous waste OBSERVATION: 2 55-gallon used antifree and filtesr located in the upper shop area was observed without a complete hazardous waste label. The label was faded resulting in the generation information being missing. REGULATION GUIDANCE: 22 CCR § 66262.17 (a)(5)(A) A large quantity generator shall mark or label its containers with the following: 1. The words “Hazardous Waste”; 2. The composition and physical state of the wastes; 3. An indication of the hazards of the contents; 4. The name and address of the person generating the waste; 5. The date upon which each period of accumulation begins shall be clearly marked and visible for inspection on each container; and 6. The date the applicable accumulation period specified in subsection (a) of this section begins shall be clearly marked and visible for inspection on each container. CORRECTIVE ACTION: This was corrected on site. All missing items were added during the inspection. This is a (Minor) Violation. 1868 E.
