(a)The generator of any hazardous or extremely hazardous waste to be transported off-site or into California shall follow all requirements of this section § 66262.23. (a). CORRECTIVE ACTION: Contact the Department of Toxic Substance Control (DTSC)to make necessary corrections to the manifests and submit a copy to the CUPA. This is a (Class 2)Violation. 19 22 CCR 12 66262.11 3130001-Determined if waste generated is hazardous waste OBSERVATION: During the initial walkthrough inspection on 7/16/2026, the following were observed without hazardous waste determinations. 1)A pallet contained conveyor belt components had the following: a conveyor belt component with gears which appeared to be covered with grease, box that had oil staining from another conveyor belt component, and a bucket with clear liquid and a wheel was found near the Robin robots. Amazon RME staff on site stated the pallet belonged to their outside vendor that conducted maintenance on the Robins. The outside vendor was not observed anywhere near the pallet. Staff were not aware if the vendor was still on site, if they were returning and what the plan was for the items on the pallet. 2) Several areas within the Robin robot enclosure were observed with staining on the ground and various items collected underneath. Some items appeared empty, missing some contents or still intact. The items were a mixture of items ranging from cleaning products to soda. Some items observed: Zep cleaner with a missing cap but still sealed, Clean Revolution Multi-Surface Cleaner which appears empty, and dirty tattered rags. During the inspection, Safety Manager stated that the facility undergoes a clean out of this area once a quarter and every 52 weeks, maintenance is conducted on the conveyors. 3) See item #9 Observation 2 4)A cart in the Robin robot area was observed with an open container of Liquid Nails Fiberglass Reinforced Plastic Panel Adhesive that was missing a lid. The contents appear to have dried. In Observations 2-4 above, the materials appear not to have been assessed for a hazardous waste determination until several days after they were generated. REGULATION GUIDANCE: 22 CCR§ 66262.11 A person who generates a waste, as defined in section 66261.2, shall determine if that waste is a hazardous waste using the method in sections (a), (b), (c), and (d).
