OCT 18 -94 08-19 FIRE <br /> INCIDENT STATEMENT <br /> Inspector Beahm reported by radio a small boat was sinking in the Burns <br /> Cut area behind building 24 . I responded to levee behind building 24 to <br /> investigate upon arrival, I made a visual inspection of the area using binoc- <br /> ulars and could find any signs of personnel in the water. A utility boat <br /> approximately 25 feet in size tied off to Dutra Construction Barge 3 and was � <br /> sinking. when, the boat was going under a red colored spill form the boat, it � <br /> was later determined that it; was diesel fuel. At that time I requested <br /> 0.S.O.T to responded to with boat and oil containment boom to be deployed <br /> around barge S . All marine equipment was own by Dutra Marine . Response team <br /> deployed boom around Barge 3 . Dutra construction Rio Vista 707-374-6339, Mr. i <br /> Eastman of informed us that Mr. Santos had full authority to make all deci- <br /> sions for Dutra Marine on Site, At 16 .10 Coast Guard arrived and assumed OSC <br /> responsible For the spill.
