FUGRO WEST, INC. <br /> April 13 1995 - AP�71 1-995 <br /> 1050 Melody lane,suite Iso <br /> p Roseville California 95678 <br /> Project No 93-47-0020 ENMRONMENTAL HEALTH Tel (916)782-2110 <br /> PERMIT/SERVICES FAX (916)786-7830 <br /> Ms Mary Meays <br /> San Joaquin County Public Health Services <br /> Environmental Health Division <br /> Post Office Box 388 <br /> Stockton, California 95201-0388 <br /> Subject Shell Seivice Station (WIC No. 204-7525-0104) <br /> 6131 Pacific Avenue, Stockton, California <br /> Dear Ms Meays <br /> Fugro West, Inc (Fugro), on behalf of Shell Oil Products Company (Shell), is providing <br /> San Joaquin County Public Health Services, Environmental Health Division (SJCPHS/EHD) the <br /> attached first quarter 1995 groundwater monitoring report for the subject site (Attachment A) <br /> Petroleum hydrocarbons have not been indicated in groundwater samples collected from MW-1 <br /> since April 1993 Concentrations in MW-2 and MW-3 have been decreasing Separate-phase <br /> hydrocarbons have not been observed in MW-3 since April 1993 <br /> The July 7, 1994, letter from the SJCPHS/EHD to Shell requested a workplan for interim <br /> groundwater remediation Per the August 30, 1994, workplan prepared by Fugro, well MW-3 has <br /> been over-purged during quarterly sampling During both the fourth quarter 1994 and first <br /> quarter 1995, MW-3 was over-purged 50 gallons, for an accumulated purge volume of 100 <br /> gallons The over-purging of MW-3 will continue <br /> The off-site investigation proposed in the February 26, 1993 workplan can proceed if <br /> right-of-entry (ROE) can be obtained for 6123 Pacific Avenue (Ron Slate property), adjacent to <br /> the south of the Shell site To date, Shell has received ROE only to the Porter Station property <br /> (west) in the upgradient direction Fugro and Shell propose to discontinue any further pursuit <br /> of the ROE to the east, across Pacific Avenue (613216138 Pacific Avenue, Marengo Properties) <br /> in favor of performing the investigation on the southeast corner of the Shell site The historic <br /> groundwater flow direction indicates the Marengo property is cross-gradient of the Shell site, <br /> while the southeast corner of the Shell site is downgradient of the former underground tanks, and <br /> in closer proximity <br /> Ron Slate has denied Fugro and Shell our requested access in writing (see letter in <br /> Attachment B) Fugro believes access to Mr Slate's property is necessary to achieve the goals <br /> of the February 26, 1993 workplan Fugro and Shell would appreciate any suggestions or <br /> assistance from the SJCPHS/EHD in this :natter <br /> 93470020 hLI A member of the Fugro group of companies with offices throughout the world <br />
