HORIZON ENVIRONMENTAL INC. Specialists in Site Assessment,Remedial Testing,Design and Operation January 19, 1998 Mr. Terrence Fox Ultramar Inc. 525 West Third Street Hanford, CA 93230 Subject: Tank Removal/Closure Report Beacon Station No. 513 401 West Kettleman Lane, Lodi,California Mr. Fox: At the request of Ultramar Inc. (Ultramar), Horizon Environmental Inc. (Horizon) conducted soil sampling activities following excavation and. removal of three underground storage tanks (USTs) and associated product lines at the above-referenced site (Figure 1). In addition, Horizon was collected soil samples during overexcavation activities for the new gasoline USTs and trenching related to station remodeling. The work was performed as described in Horizon's Soil Management Plat dated November 17, 1997 and previously submitted for this site. Tasks included collecting native soil samples from the floor of the former UST cavity, product dispensers and piping; collecting characterization samples from excavated, stockpiled soils as required by San Joaquin County Public Health Services - Environmental Health Division (SJC PHSIEHD); submitting soil samples to a State-certified laboratory for the requested analyses; .and preparation of this Tank Remoyal/Closure Report. Former site facilities and the location of the soil samples collected are depicted on the Site Plan (Figure 2). UST removal and soil excavation were performed by JNS Construction(JNS) of Clovis, California. UST REMOVAL AND SAMPLING ACTIVITIES Environmental field work,was conducted between NoVethber 17 and 21, and ion December 17, 1997 utilizing Horizon's Field Methods and Procedures (included as Attachment A),,"and in accordance with Horizon's Site Safe1y Plan datedNovember 17, 1997. On November 17, 1997, JNS removed USTs T-1, T-2, and T-3 (from south to north) as depicted on Figure 2. The USTs were all of single-walled, steel construction and 1.2,000- gallon capacities, and were located in the east-central portion of the site. ,The USTs were reportedly used to store unleaded gasoline for retail sales. Mr. Erik Trevena of the SJC PHSIEHD was onsite to observe the UST removal and transport, the stockpiled excavated soil sampling, and the UST cavity floor sampling activities. Mr. Harlan Knoll,;also of the SJC PHS/EHD, was onsite later to observe the product line and fuel dispenser sampling activities. Upon removal, the USTs appeared to be in very good condition with. no noticeable holes and only light to moderate rusting and pitting. The USTs were transported 5011 Golden Foothill Parkway,Suite 7 .
