The decommissioning activities were conducted as part of the
regulatory case closure process. A Site Plan showing the locations of wells that were decommissioned is
included as Figure.2, and construction details of the decommissioned wells are provided in Table 1.
Back rq ound
I In August 2009, AECOM submitted a Site Investigation and Case Closure Report to the San Joaquin
I
County Environmental Health Department (SJCEHD) and the Central Valley Regional Water Quality
Control Board (RWQCB) based upon additional site investigation activities and groundwater monitoring
completed in April and.May 2009. On September 30, 2009 the SJCEHD issued a letter, dated
September 30, 2009, which stated agreement with the request for No Further Action(NFA). On
October 5, 2009, SJCEHD identified three (3) additional monitoring wells, installed in May 1989, on the
western portion of the property that were unrelated to the UST case.. The SJCEHD requested that these
wells be decommissioned concurrent with the decommissioning of the four groundwater monitoring wells
and three soil vapor monitoring wells associated with the UST case. On October 12, 2009,the RWQCB
issued a letter confirming agreement NFA. On June 24, 2010, SJCEHD issued the well decommissioning
permit for all seven (7) monitoring wells and three (3) vapor wells. The groundwater and soil vapor
monitoring wells were decommissioned on July 1 and 2, 2010.
Pre-Field Activities
On June 18, 2010, AECOM;person nel-marked the areas of the proposed well decommissioning activities
and contacted Underground Service Alert (USA), as required by law, to identify underground utilities on
the perimeter of the Site prior to subsurface drilling activities. USA mark-out did not identify any
subsurface utilities or obstructions Within 10 feet of wells MW-1 through MW-4 and V-1 through V-3 on the
I.
eastern portion of the Site or MW-1 through MW-3 on the western portion of the Site.
L
