(Forward), Geo-Logic Associates (GLA) is submitting this
summary report for the Forward Landfill groundwater treatment facility(GTF)to fulfill
the requirements established by Waste Discharge Requirements (WDRs) Order No. R5-
2003-0080.
The Forward Landfill is an active facility located at 9999 South Austin Road in Manteca,
California. Following detection of volatile organic compounds(VOCs) in groundwater, a
Corrective Action Program (CAP)was implemented at the site in 1994, which currently
includes five groundwater extraction wells(EW-1, EW-2, EW-3, EW-313, and EW-4)
that pump groundwater through an air stripper treatment system to remove VOCs. The
treated groundwater is discharged to an infiltration pond north of the Austin Road Unit of
the Forward Landfill. Included herein is a summary of the water quality monitoring
results for the GTF at the Forward Landfill for the second quarter 2011.
CAP MONITORING PROGRAM RESULTS
Under WDR Order No. R5-2003-0080, effluent monitoring consists of monthly analysis
of pH, specific conductance(EC), and VOCs; quarterly analysis for total dissolved solids
(TDS); and annual analysis of 24 metals. In addition, influent is monitored semiannually
for pH, EC, turbidity, and VOCs. Del-Tech Geotechnical Support Services (Del-Tech)
performs the operation and maintenance (O&M) duties and performs bimonthly
inspections for the Forward Landfill GTF. The results of the bimonthly inspections are
presented below and summarized in Table 1. The field monitoring logs and laboratory
results are attached.
Operational Summary - As shown in Table 1, between April 31 and June 28, 2011 the
CAP system treated approximately 22,195,800 gallons of groundwater at an average flow
rate of 160 gallons per minute, or 229,692 gallons per day. During the monitoring
period, it is calculated that the GTF removed approximately 2.36 pounds of VOCs.
11415 W.
