SANJVAQIIIN Environmental Health Department <br /> COUNTY <br /> Aboveground Petroleum Storage Act Compliance Review Report <br /> Facility Name: Facility Phone: Date: <br /> KING ISLAND MARINA (209)477-5364 January 08, 2021 <br /> Facility Address: CERS ID: <br /> 11530 W EIGHT MILE RD, STOCKTON, CA 95219 10181529 <br /> Inspection Contact: Title: Phone: <br /> Sherri Keys Marina Operator (209)477-5364 <br /> VIOLATIONS <br /> The following non-inspection related violations listed below from the California Health and Safety Code (HSC), California Code <br /> of Regulations(CCR)and/or the Code of Federal Requlations(CFR)were found. <br /> #705 CFR 112.8(c)(1) Container not compatible with oil stored and/or storage conditions <br /> OBSERVATIONS:OBSERVATION: Failed to use containers with material and construction compatible with material <br /> stored and conditions of storage such as pressure and temperature. The 10,000 gallon split tank(6000 gallons <br /> gasoline/4000 gallons premium gasoline)was not brought up to the SP001 standard with required repairs after the formal <br /> STI SP001 inspection on 11/5/2020. The inspection report lists the following required actions to bring the 10,000 gallon <br /> split tank up to the SP001 standard (pages 9-10 of inspection report): <br /> -Properly bond and ground the tank. <br /> -Contact your petroleum contractor to remove the exterior corrosion observed on the exterior of the tank shell while taking <br /> precautions to maintain the integrity of the steel.After removing corrosion, repaint the exterior of the tank to protect the <br /> tank shell from further corrosion and pitting. This will increase the life of the tank. <br /> -At the time of inspection,the copper expansion relief line on the North end of the tank was observed to be leaking fuel. <br /> This item was immediately communicated to the facility management on 11/5/2020 and again on 11/24/2020. Ensure the <br /> copper line is repaired. <br /> -Replace the missing flange bolt on the weighted vent secured to the 4,000 gallon regular gasoline compartment. <br /> -Install NFPA 704 Diamond placards for gasoline to all four side of the tank. Install NFPA 704 Diamond placards to the <br /> propane tank and waste storage area. <br /> -Replace faded and missing No Smoking Decals on all four sides of the tank. <br /> -Add Flammable Decals on all four sides of the tank. <br /> -Add decals stating what product is in each side of the tank. i.e. Premium Gasoline/Regular Gasoline. <br /> -Discontinue using outdated SP001 monthly and annual inspection checklists. Begin using the attached monthly and annual <br /> inspection checklists immediately. <br /> -Ensure a trained employee familiar with the fueling system physically goes out to the tank and dock area. Contact your <br /> petroleum contractor for training on inspectable items if needed. <br /> -The flexible rubber product lines coming out of the fiberglass secondary containment piping running through the levy on the <br /> dock side were observed to be cracking and deteriorated. Contact your petroleum contractor to replace the flexible product <br /> lines. Ensure precautions are taken while working on the fueling system above the water. <br /> -Post signage at the fill boxes with instructions for the fuel hauler detailing fuel delivery standard operating procedures. <br /> -Contact your petroleum contractor to support the unsecured pipeline and secondary containment lines coming out from the <br /> levy toward the dock. See pictures below showing sagging pipe. <br /> -Replace the missing spill kit on the dock area with sufficient supplies to manage a spill on the water. Replace the missing <br /> spill kit near the tank fill boxes to mitigate a spill at the storage tank. <br /> -Contact your petroleum contractor to assess the exposed wires under the Unleaded Dispenser on the end of the dock. <br /> Either remove the wires or cap them off in a manner consistent with the Electrical and Fire Codes pertaining to electrical <br /> wiring around flammable materials. <br /> -Replace failed rubber seal around the product fill line behind the regular fuel fill box. <br /> -Contact your petroleum contractor to assess the Morrison Brother Check Valve on the fill piping for leaks. <br /> -The next Formal External Inspection with Ultrasound Thickness Testing on the exterior shell of the tank is due on or before <br /> 11/24/2025. <br /> -Retain the SP001 Formal External Inspection Report for the life of the tank.
