Attempted to locate <br />facility location for HMBP pre inspection. Could not find business on CERS. <br />Discussed with Garrett B. Discussed site location. <br />11/17/2021 Received complaint from Garrett Backus. Complaint alleges petroleum coke <br />particle exposure from open rail cars. Petroleum coke storage at this facility. <br />Discussed scheduling with Garrett B. Set up a kit for sampling. Loaded sampling <br />into a truck. Traveled around Luce ave, and Gilmore Ave. and to find area with <br />pet coke. Found address with pet coke, as 711 gilmore ave stockton. Walked <br />around area to find office. Discussed site with neighboring site, Proteck Cargo. <br />They suggested discussing with the port administration. Traveled to port <br />administration and discussed site with Stephanie Fong. Received business cards <br />for Debbie Calli, property manager, Jason Cashman, environmental and <br />regulatory affairs manager and site owner Pinnacle Ag Services Mike Berry. <br />Called Jason Cahsman to discuss sampling. Left name, phone number, and <br />reason for call being sampling. Called Mike Berry, and left a message with name <br />phone number, and reason for call being a complaint. Traveled to Central Vally <br />Ag Group, and meet with Wyatt Best facility manager. Discussed if site <br />owned/leased 711 Gilmore. Site indicated they own and use the site for green pet <br />coke. Site indicated they receive pet coke from Phillips refinery from they bay <br />area, load it onto rail car, and the pet coke filled rail cars are sent to a smelters. <br />Operation had been occurring for over 3 years. Discussed sampling with Wyatt <br />Best. Received permission for sampling. Traveled to 711 gilmore with Wyatt B <br />and Garrett B. for sampling. Samples were collected in two areas, on the <br />conveyor belt and on the fines on the ground. Fines swept to two different area of <br />the warehouse. One area of the warehouse is for contaminated sweepings. <br />Another area is for clean fine sweepings. Area with contaminated sweepings has <br />a tote with contaminated sweepings. When questioned about the totes, Wyatt B. <br />indicated they are sent out separately from the other green pet coke. Wyatt B. <br />indicated site also stores petcoke at another facility. Traveled to the other facility, <br />and could not verify location of pet coke.
