Phase II Environmental Site Assessment
3230 West Lane, Stockton, California
SITE DESCRIPTION AND HISTORY
The Site is located at the southeast corner of West Lane and Alpine Avenue in Stockton, California. The
site is further located in Township 2 North, Range 6 East, Section 30 Mount Diablo Base and Meridian
(Stockton West Quadrangle, 7.5-Minute USGS Topographic Series, 1968, photo revised 1987), in a
topographically flat area at an elevation between 5 and 10 feet above mean sea level. The San Joaquin
County Tax Assessor's Office lists the site's boundaries as Parcel 17 on Map 080 in Book 117 (APN 117-
080-17). (AGE, 2009)
This site is currently an abandoned Pacific Pride commercial fueling station which had an open case with
the San Joaquin Environmental Health Department (Case # 1288); the case was closed on January 5,
2010. A summary of the Site history can be found in the attached Appendix A as provided by Advance
GeoEnvironmental, Inc. in their Closure Summary Report dated June 4, 2009.
WORK PLAN FOR SOIL BORINGS
On behalf of 7-Eelven, Stantec has prepared this Work Plan to advance five soil borings (SB-1 to SB-5) to
a depth of 40 feet below grade (fbg) in the vicinity of the underground storage tanks (USTs), and perimeter
of the site. The borings will characterize soil conditions prior to site redevelopment activities. These
activities are elective (have not been directed by a regulatory agency) and are being conducted as a due
diligence assessment on behalf of 7-Eleven. Drilling activities will be conducted by Gregg Drilling, LLC, a
State-licensed drilling contractor, under the direction of Stantec. It is not anticipated that groundwater will
be encountered (historically 41 fbg). The boring locations are depicted on Figure 1 and the proposed scope
of work is presented below.
Pre-field Activities
Prior to commencement of field work activities, Stantec will complete the following tasks:
• Stantec will prepare a Site-specific Health and Safety Plan (HASP) as required by the State of
California General Industry Safety Order 5192 and Title 29 of the Code of Federal Regulations,
Section 1910.120 (See attached).
• Obtain soil boring permit from San Joaquin Environmental Health Department (SJEHD).
• Stantec will mark the proposed boring locations and notify Underground Service Alert (USA) at
least three working days prior to ground disturbance. Stantec will acquire a USA ticket number
prior to commencement of drilling activities.
• Stantec will contract with a private utility locator to perform a geophysical utility survey within the
planned drilling areas to evaluate the potential presence of subsurface utilities and/or obstructions.
The proposed borings will be moved as needed.
• Notify SJEHD at least 24 hours prior to field activities at(209) 953-7697.
