Simplot Company <br /> 16777 Howland Road <br /> Lathrop, Ca 95330 <br /> REVIEW AND RESPONSE TO THE SOUTHWEST POND ASSESSMENT WORKPLAN, J.R. <br /> SIMPLOT, SAN JOAQUIN COUNTY <br /> The discharge of industrial waste from J.R. Simplot (also referred to as "Discharger") into Class II <br /> Surface Impoundments at the J.R. Simplot Fertilizer Facility in Lathrop is regulated by Waste Discharge <br /> Requirements (WDRs) Order R5-2019-0010 issued by the Central Valley Regional Water Quality Control <br /> Board (Water Board). <br /> Water Board staff has reviewed the Southwest Pond Assessment Workplan (Workplan) submitted on <br /> 30 September 2020. The Workplan was submitted in response to staff's 5 April 2019 inspection, during <br /> which staff observed that the Southwest Pond's asphalt liner was substantially deteriorated. The <br /> Discharger informed staff that the Southwest Pond has been out of service since prior to 1994. In <br /> response, Regional Board staff requested a closure plan for this pond. <br /> The Discharger's Workplan proposes the following: <br /> • Core through the base of the Southwest Pond's asphalt liner and collect continuous core soil <br /> samples at locations B-1 through B-8. The borings will be advanced to groundwater which is <br /> anticipated to be encountered approximately five feet below the base of the pond liner. <br /> • Core through the asphalt liner on the interior sidewall slopes of the pond and collect continuous <br /> core soil samples to groundwater at locations SW-1 through SW-3. Groundwater is expected to <br /> be encountered approximately ten feet beneath the side slopes. <br /> • Collect two samples of soil within the Southwest Pond at locations SS-1 and SS-2 which is <br /> reported to be windblown sediments that have accumulated in the base of the pond. <br /> • Collect one surface sample of soil from farmland immediately adjacent to the Southwest Pond to <br /> assess background soil conditions. <br /> • Submit surface and subsurface soil samples (0-6 inches beneath the liner, 5ft, 1Oft, 15ft or just <br /> above groundwater) for laboratory analysis for the following: <br /> KARL E.
