Ham Lane, Lodi
APN: 05923012, SU-2601180
The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate
Loading Study (SSNL) dated February 17, 2026 for the above noted location and has the following comments
for your consideration.
The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment
system (OWTS) usage and the potential long-term nitrate loading impact to groundwater from the existing
home and proposed 2 bedroom accessory dwelling.
Based on the information provided the EHD can make the following findings:
a. The onsite well water has a dibromochloropropane (DBCP) concentration of 0.07 micrograms per liter
(pg/L). DBCP is a synthetic insecticide that targets nematodes in vineyards. Use of DBCP was
discontinued in 1977 but is still found in ground water samples to date. There is a range of health
effects caused by DBCP including gastrointestinal distress, pulmonary edema, male-infertility, and
DBCP may be carcinogenic. There is no safe level of DBCP exposure; exposure may occur through
ingestion, skin contact such as bathing or washing hands, or inhalation. (Source: California State
Water Resource Control Board)
b. Based on the information provided the EHD finds that the SSNL Study supports the suitability for
standard OWTS usage for the proposed development pursuant to San Joaquin County Development
Title, Section 9-604.010(d)
c. Percolation test conducted on Feburary 3, 2026 yields a percolation rate of 13.89 min/inch. At this rate
an 8' soil separation is required between bottom of dispersal field and the groundwater. Groundwater
is reported at 62 feet to 64 feet below surface grade. (San Joaquin County OWTS Standard Table
1.10.2).
d. Obtain an installation permit for residential onsite waste water treatment system (OWTS) from this
department. Inspection is required before back fill of OWTS excavations. Request for inspection 24
hours in advance by calling our inspection line (209) 953-7697. (SJC OWTS Standard 2)
If you have any questions please contact Aaron Gooderham, Senior Registered Environmental Health
Specialist, Sr. REHS, at agooderham@sjgov.org or (209) 616-3062.
Steven Shih, REHS,
Program Coordinator
CC: LiveOak Geo Environmental, 407 W.
