I GAVIN NEWSOM
C t)VNNON
C64i.0.Ni• SECRETARY FOR
Water Boards ENVIRONMENTAL PROTECTION
Central Valley Regional Water Quality Control Board
12 March 2026 RECEIVED
Aubrey Waddail, P.G. MAR 16 2026
Chevron Asset Retirement ENVIRONMENTAL 1-1EALT}I
1400 Smith Street DEN:IRTIENT
Houston, TX 77002
REVIEW— SOIL VAPOR ASSESSMENT WORK PLAN, SURLAND HOMES, TRACY,
SAN JOAQUIN COUNTY, GEOTRACKER CASE NO. SL0607766006
On 27 February 2026, Central Valley Regional Water Quality Control Board (Central
Valley Water Board) staff (Staff) received the Soil Vapor Assessment Work Plan (Work
Plan) for the subject site (Site). The Work Plan was prepared by Arcadis U.S., Inc.
(Arcadis) and submitted on behalf of Chevron Asset Retirement (Chevron). The Work
Plan was prepared to address gas range total petroleum hydrocarbon (TPHg) soil vapor
sample concentrations that exceeded residential environmental screening levels. The
soil vapor samples were collected from former soil vapor probe B-13 on the residential
property at 2532 Dorset Lane in Tracy. In the Work Plan, Arcadis proposes to install a
new soil vapor probe (SV-1), adjacent to former probe B-13. Samples will be assessed
to determine if TPHg concentrations have attenuated since B-13 was last sampled on
13 January 2020. Staff reviewed the Work Plan and have prepared the background,
summary, and comments presented in this letter.
Background
The Site includes easements for the former Old Valley Pipeline (OVP) and Tidewater
Associated Oil Company (TAOC) pipelines. The residential development to the north is
considered part of the Site, and multiple investigations have been conducted in that
area. The OVP was located on the south side of the UPRR right-of-way (ROW) and
Byron Road. It was installed between 1902 and 1904 and operated until the early to
mid-1930s. The OVP was again used during the early 1940s, primarily to convey
Bunker C fuel oil from the Richmond Refinery to railroad hubs in Tracy and was
reportedly abandoned in 1970.
The UPRR ROW still includes an active railroad track. The area north of the UPRR
ROW is currently a residential development. A property between a portion of the Site
and the residential development to the north, is owned by the Byron-Bethany Irrigation
District (BBID) and consists of a grassy area. Byron Road is located to the south of the
UPRR ROW, with another residential neighborhood further south.
NICHOLAS AVOIB, CHAIR I PATRICK PULUPA, EXECUTIVE OFFICER
1685 E Street, Fresno,CA 93706 1 www.waterboards.ca.gov/centralvaIley
