SL0607766006 <br /> On 27 February 2026, Central Valley Regional Water Quality Control Board (Central <br /> Valley Water Board) staff (Staff) received the Soil Vapor Assessment Work Plan (Work <br /> Plan) for the subject site (Site). The Work Plan was prepared by Arcadis U.S., Inc. <br /> (Arcadis) and submitted on behalf of Chevron Asset Retirement (Chevron). The Work <br /> Plan was prepared to address gas range total petroleum hydrocarbon (TPHg) soil vapor <br /> sample concentrations that exceeded residential environmental screening levels. The <br /> soil vapor samples were collected from former soil vapor probe B-13 on the residential <br /> property at 2532 Dorset Lane in Tracy. In the Work Plan, Arcadis proposes to install a <br /> new soil vapor probe (SV-1), adjacent to former probe B-13. Samples will be assessed <br /> to determine if TPHg concentrations have attenuated since B-13 was last sampled on <br /> 13 January 2020. Staff reviewed the Work Plan and have prepared the background, <br /> summary, and comments presented in this letter. <br /> Background <br /> The Site includes easements for the former Old Valley Pipeline (OVP) and Tidewater <br /> Associated Oil Company (TAOC) pipelines. The residential development to the north is <br /> considered part of the Site, and multiple investigations have been conducted in that <br /> area. The OVP was located on the south side of the UPRR right-of-way (ROW) and <br /> Byron Road. It was installed between 1902 and 1904 and operated until the early to <br /> mid-1930s. The OVP was again used during the early 1940s, primarily to convey <br /> Bunker C fuel oil from the Richmond Refinery to railroad hubs in Tracy and was <br /> reportedly abandoned in 1970. <br /> The UPRR ROW still includes an active railroad track. The area north of the UPRR <br /> ROW is currently a residential development. A property between a portion of the Site <br /> and the residential development to the north, is owned by the Byron-Bethany Irrigation <br /> District (BBID) and consists of a grassy area.
