Water Boards <br />Central Valley Regional Water Quality Control Board <br />8 January 2014 <br />VALLEY MOTORS, 800 EAST MAIN STREET, STOCKTON, SAN JOAQUIN COUNTY <br />4Q2013 <br />WQGs <br />California Regional Water Quality Control Board, Central Valley Region (Central Valley Water Board) <br />staff reviewed the Fourth Quarter 2013 Report (Report) received on 26 December 2013, prepared on <br />your behalf by Upgradient Environmental Consultants (UEC). In the Report, UEC provides the results of <br />the groundwater monitoring conducted on 3 December 2013 and recommends reduction from quarterly <br />monitoring to semi-annual monitoring during 2014. I concur with UEC’s recommendation to reduce the <br />monitoring frequency to semi-annually to confirm the pollution is stable and decreasing in areal extent. <br />However, additional activities are needed to address a waste oil tank associated with this case. <br />A waste oil tank associated with the former Stockton Taxi Company is located to the north of your Site. <br />This tank needs to be properly removed and the underlying soil tested to determine whether an <br />unauthorized release has impacted the environment. On 11 January 2012, Mike Infurna of San Joaquin <br />County Environmental Health Department indicated in a conversation with me that the district court may <br />have relieved you of the responsibility for removal of this tank. If you have information relieving you of <br />responsibility for this tank, please provide a copy of the documentation to the Central Valley Water Board <br />staff by 30 January 2014. Otherwise case closure under the State Water Resources Control Board Low <br />Threat Closure Policy cannot be supported by Central Valley Water Board staff until these actions are <br />completed. <br />In the Report, UEC provided data that indicate petroleum concentrations are stable and active <br />remediation is not warranted at this time. The following table compares the reported maximum <br />groundwater concentrations from the December 2013 (4Q2013) sampling event with water quality goals <br />(WQGs) for protection of groundwater use: <br />Estate of Barbara J.
