San Joaquin County—Public Works Department
Encroachment Permit Application
Project Description
The proposed pipeline constructions project area is located in the Sacramento-San Joaquin
Delta. The proposed PG&E Line 57C pipeline would extend approximately 6.4 miles from the
McDonald Island Gas Storage Facility in San Joaquin County to Palm Tract in Contra Costa
County. It would cross primarily agricultural lands on four islands — McDonald Island, Lower
Jones Tract, Bacon Island, and Palm Tract — and four major waterways — Old River, Middle
River, Latham Slough and Empire Cut. Horizontal directional drilling (HDD) will be used to cross
the rivers and adjacent levees, placing the pipeline approximately 75 feet or greater under the
levees and the roads atop the levees.
It has been determined that the proposed pipeline alignment crosses two San Joanquin County
owned easements on the Lower Jones Tract. The easements are found along the tops of the
levees adjacent to Empire Cut and Middle Rivers, and contain a dirt road within the easement's
boundaries.
While use of the roads is minimal, it is expected that neither road will be impacted by the
proposed construction due to the use of HDD.
w
