August 21, 2006
MEMORANDUM
TO: Tom Gau, Chief Deputy Director
Development Services
FROM: Michael Callahan, Senior Civil Engineer
Public Services
SUBJECT: JAN FOUCHER(P.G.&E.) REQUEST FOR A WAIVER OF THE
TRENCHING POLICY.
This memo is regarding a request from Jan Foucher for a waiver of the San Joaquin
County Department of Public Works trenching policy. Mrs. Foucher is planning to tap
into an existing gas line using hellhole and bore method to provide service to a new home
site at 1981 Drake Avenue. As the street was recently resurfaced, our policy does not
allow for pavement cuts. In order to mitigate for the trench, she will line saw-cut, grind,
and add asphalt emulsion binder on all surfaces and repave four feet by four feet over the
hellhole area as shown on the attached map. The nearest edge of the patch will be twelve
feet from the center on the existing roadway and outside of the traveled way.
My recommendation is to allow the applicant to tap into the gas line as stated above
based on the proposed mitigation to grind and resurface the recently resurfaced roadway
to conform to the rest of the road. Any disturbed stripping is to be replaced as it was
before the work was performed. The project was discussed with Pete Martin from Design
Engineering and David Mendoza from Field Engineering and they concur with the
proposal.
Approved by: /DI
